The progress of cotton harvesting, preparations for the autumn-winter season, implementation of the Yashil Makon program, as well as investment and export dynamics analyzed

Under the chairmanship of President Shavkat Mirziyoyev an expanded meeting was held dedicated to cotton harvesting, preparations for the autumn-winter season, execution of the indicators of investment and export, as well as implementation of the nationwide Yashil Makon project.

Pace of cotton harvesting and existing local problems were reviewed in detail during the discussion. 

This year 875 thousand hectares of land were sown with cotton, agreements were concluded on preparing 3,7 million raw cotton. Over 900 machinery was attracted to cotton harvesting, farmers were ensured with fuel and fertilizers on preferential prices.

At the same time, a range of regions experience delays from the schedule. If in Surkhandarya, Khorezm, Ferghana and Andijan regions the results have been adequate, then in Samarkand, Syrdarya and Navoi the situation remains unsatisfactory. The President instructed in a short term to create operational headquarters, ensure quality harvesting and resolve concerns of farmers effectively.  

The responsible structures were instructed to timely transfer funds for the harvested cotton.

Separate attention was paid to the preparations for the autumn-winter season. 

Among 640 schools and kindergartens throughout the country, 125 are still not repaired. Almost a thousand residential buildings out of 9,8 thousand are not ready for the season. In Jizzakh and Surkhandarya regions, boiler house repairs have also not been completed. The Head of state demanded that all shortcomings be fully addressed within two weeks and that substations, as well as electricity and water supply networks, be brought into readiness.

It was reported that 55 thousand tons of coal have been supplied to the population to date, including 9 thousand tons to 381 remote settlements. At the same time, 27 thousand tons of coal remain in storage. The President instructed that this coal be delivered to residents as soon as possible, and that 330 thousand tons of liquefied gas be reliably supplied to consumers during the winter. It was emphasized that responsible officials bear personal accountability for the uninterrupted supply of gas and electricity.

The implementation of the Yashil Makon program was reviewed separately. It was noted that out of 137 million seedlings planted in spring, 27,5 million dried up. The reason was the early onset of heat, which prevented young trees from taking root, while their irrigation required 2-3 times more water. In this regard, the need to expand autumn planting was emphasized: this season, 125 million trees and shrubs are planned to be planted, another 75 million to follow in spring. At the same time, seedlings must not be planted in areas lacking irrigation systems.

The acceleration of urbanization processes requires increasing green zones in cities and regional centers. To ensure scientifically grounded urban development according to “green” standards, it was instructed to involve scientists, urban planners, and environmental specialists in preparing “green” master plans for Tashkent, Nukus and all regional centers within two months.

In the economic bloc of the meeting it was emphasized that by the end of the 9 months the volume of attracted foreign investments will reach $33,5 billion. In September-August export amounted to $23 billion, which is 31% more than last year’s indicator. 

At the same time, the growth of investments and export isn’t witnessed in all regions, indicators decreased in some regions. The President instructed to ensure by the end of the year additional export amounting to $7,3 billion, to actively attract investments and develop new markets. 

It was especially emphasized that cooperation will be established with separate U.S. states. Each region will establish partner ties with concrete state, which will allow to expand direct contacts between local entrepreneurs and foreign partners. 

Concluding the meeting, the President gave specific instructions on timely and full implementation of the tasks set in all areas.
