I am sincerely glad to greet all participants of the regular session of the Supreme Eurasian Economic Council.
I would like to join my colleagues in noting the successful chairmanship of the Republic of Kazakhstan at the Eurasian Economic Union.
At the initiative of our Kazakhstan partners, the important decisions were made that contributed to the expansion of the multifaceted cooperation in the framework of the Association.
I express my special gratitude for the support of joint events aimed at deepening the constructive interactions between Uzbekistan and the Eurasian Economic Union.
Dear colleagues!
It has been exactly one year since Uzbekistan joined the Eurasian Economic Union as an Observer-State.
During this period, we have laid a solid foundation for the comprehensive development of long-term relations.
The systematic and effective work with the Eurasian Economic Commission has been built.
The Memorandum and the three-year Action Plan are being implemented.
Uzbekistan actively participates in the work of other bodies of the Eurasian Economic Union.
We are consistently moving towards bringing national legislation closer to the norms of the Eurasian Economic Union, primarily in the field of standardization and non-tariff measures for foreign trade.
Our country has connected to the digital platform “Travel without COVID”.
The process of Uzbekistan’s accession to the Eurasian Development Bank has begun.
Despite the challenges of our time, we manage to adapt to difficult conditions and find new “growth points”.
Thus, the foreign trade turnover of Uzbekistan with the countries of the Eurasian Economic Union for 11 months of this year increased by 30%.
At the same time, compared to a pre-pandemic 2019, our trade with the countries of the Association increased by 11%.
Dear participants of the session!
Uzbekistan supports the elaboration of agreed measures to maintain the positive dynamics and ensure the sustainable development of trade and economic ties with the participating states of our Organization.
In this regard, I would like to highlight the most pressing tasks that require the joint solutions.
First. We consider it important, to remove further barriers and restrictions in mutual trade.
We are ready to jointly develop approaches and mechanisms to create the most favorable conditions for increasing trade with the countries of the Eurasian Economic Union.
We continue to work on the harmonization of technical regulations, sanitary, phytosanitary and veterinary requirements.
In this context, together with the Eurasian Economic Commission, we are completing the approval of a separate “Road Map”.
Second. At the previous summit, a great deal was underscored about the importance of deepening an industrial cooperation.
Today, our work in this direction is being built with participating states mainly on a bilateral basis.
We have adopted and are consistently implementing the roadmaps to strengthen industrial cooperation with Russia, Kazakhstan, Belarus and Kyrgyzstan.
We consider it advisable to organize appropriate interaction with the Association on a systematic basis.
In particular, we are ready to take part in the creation of the online Industrialization Map of the Eurasian Economic Union.
Third. The promotion of projects for the construction of the new transport corridors will give additional boost to joint work to build the transit potential of our countries.
We are also considering opportunities for Uzbekistan to join the program of introducing navigation seals for tracking freight traffic, the agreement on the implementation of which is signed today.
A new initiative on the creation of the Digital Ecosystem for the Development of Supply Chains of the Eurasian Economic Union is also of an interest to us.
Fourth. It was important to combine the efforts of participating states and observers in implementing green energy projects, taking into account the global climate agenda.
In this regard, we are ready to join the High-level Working Group, which Vladimir Vladimirovich spoke about now, and we propose to approve, within the framework of its activities, a joint plan of activities in the field of green development.
Fifth. The transition to a digital economy, the widespread introduction of innovations and advanced IT solutions are crucial for increasing the competitiveness of our countries.
To exchange knowledge, experience and advanced technologies, develop a systemic interaction between IT parks and centers of our countries, expand business partnership in this area, we propose to hold the next Eurasian “digital” forum in Uzbekistan.
Sixth. With a goal of drafting the concerted proposals on more active involvement of the observer states in the implementation of the important business initiatives and programs at the Eurasian space, promotion of the science-technological and humanitarian exchanges, we intend to effectively use the capabilities of the Eurasian Economic Union Development Center.
For this purpose, we propose to hold a series of the joint events on the priority directions of the mutually beneficial cooperation with an active participation of the development institutions of our countries.
Seventh. In view of the objectives of economic integration, we would like to increase the possibilities of participation of observer countries in the Council and the bodies of the Eurasian Economic Commission.
This will increase the effectiveness of collaboration and facilitate the joint solutions.

I reaffirm Uzbekistan’s firm commitment to deepening the mutually beneficial cooperation with the countries of the Eurasian Economic Union.
In conclusion, I would like to wish the President of the Kyrgyz Republic, the distinguished Sadyr Nurgojoevich Japarov a profound success in terms of the transition of the chairmanship of the Eurasian Economic Union to Kyrgyzstan.
