President of Uzbekistan puts forward initiatives to strengthen trust and cooperation across Asia

15.10.2026

President of the Republic of Uzbekistan Shavkat Mirziyoyev participated in the Seventh Summit of the Conference on Interaction and Confidence-Building Measures in Asia, held in Baku.

The forum, chaired by President of the Republic of Azerbaijan Ilham Aliyev, was also attended by President of the State of Israel Isaac Herzog, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Kyrgyz Republic Sadyr Japarov, President of the Lao People’s Democratic Republic Thongloun Sisoulith, Amir of the State of Qatar Sheikh Tamim bin Hamad Al Thani, President of the Republic of Tajikistan Emomali Rahmon, President of Turkmenistan Serdar Berdimuhamedov, as well as heads of government and foreign ministries of Bahrain, Bangladesh, Cambodia, China, India, Palestine, Russia, Sri Lanka, Türkiye, the United Arab Emirates and Vietnam, as well as senior representatives of other countries and international organisations.

Established in 1992, the Conference on Interaction and Confidence-Building Measures in Asia (CICA) is an international forum that brings together 28 member states, along with 9 observer countries and 5 observer international organisations.

In accordance with the agenda, participants exchanged views on the international situation and prospects for expanding cooperation, while a number of procedural matters were also considered.

In his address at the Baku Summit, President Shavkat Mirziyoyev emphasised the need for closer cooperation and joint solutions in response to profound global changes and emerging challenges.

“Armed conflicts and tensions in various parts of Asia are a matter of particular concern. Their consequences extend far beyond the areas of confrontation, affecting the security of entire regions, undermining the global economy, and impacting the lives of millions of people,” the Head of State said.

The President emphasised that all conflicts and disagreements must be resolved peacefully, through political and diplomatic efforts, in accordance with international law and with respect for the interests of all parties.

Particular emphasis was placed on the role of CICA in building a stable system of relations based on transparent and predictable actions and the fulfilment of all commitments.

In this regard, the President proposed developing a Concept for Building an Infrastructure of Trust in Asia, outlining key priorities and specific measures to enhance connectivity and expand cooperation among states.

“Of particular importance are joint transport and energy projects, the development of trade and digital links, and cultural and humanitarian exchanges,” Shavkat Mirziyoyev noted.

The President also noted that rapid technological advances and climate change are bringing new challenges that need to be addressed.

“Artificial intelligence is rapidly transforming our daily lives. It opens up boundless opportunities, while at the same time creating significant risks.

We should do everything possible to ensure that digital progress benefits all countries and the gaps in technological development are narrowed,” the Head of State said.

To this end, the President put forward the Asian Initiative on Technological Trust and the Responsible Use of Artificial Intelligence. He also proposed establishing an expert platform within CICA, where specialists could develop common recommendations and agree on practical measures.

The President also proposed establishing cooperation on climate resilience to bring together the efforts of CICA member states in adapting to climate change.

Given Uzbekistan’s role as Coordinator of the CICA Human Dimension, readiness was expressed to host a Human Development Forum next year. The importance of developing a CICA Programme of Action for the period up to 2028 was also highlighted.

In connection with Uzbekistan’s upcoming chairmanship of the Non-Aligned Movement, the President invited all participants to the organisation’s Twentieth Summit, to be held in Tashkent next year.

Concluding his remarks, President Shavkat Mirziyoyev expressed support for further strengthening CICA’s institutional foundations, advancing work on its Charter and Azerbaijan’s nomination for the post of CICA Secretary General. The President also welcomed Azerbaijan’s intention to continue its chairmanship of CICA until 2028.

Leaders of participating countries and heads of delegations from countries and international organisations also addressed the summit.
