On December 9, President Shavkat Mirziyoyev reviewed a presentation on the current work and future tasks in the field of road development.

Information was presented on the work carried out over the past three years, funding volumes and practical results.

During this period, around 40 trillion soms were allocated to the road industry, construction and repair work was carried out on 63 thousand kilometers of roads. The volume of attracted foreign funds has tripled and is projected to reach $1,2 billion by 2025. A new design approach has been introduced, replacing standardized templates with project solutions tailored to the geological and ecological characteristics of each region. Modern types of pavement have been developed, increasing the service life of roads by 1,5 times.

The presentation outlined proposals and plans to address existing problems in the industry. The insufficiency was pointed of using advanced practice and technologies recommended in the world, developing roads for broad use, internal roads and bridges.

Plans for the coming years include the construction and repair of 21 thousand kilometers of roads, reinforcement of 14 thousand kilometers of unpaved roads with crushed stone, and the repair of 325 bridges.

It was emphasized that 1,800 kilometers of roads are in worn conditions due to trucks exceeding standard load limits.

In this regard, to ensure weight control of freight transport, it’s planned to expand the network of checkpoints equipped with measuring devices. Currently, 9 weight control checkpoints have been established, with another 8 being prepared for operation. The task has been set to build an additional 35 mobile and stationary control and measuring points in the future.

Responsible officials have been instructed to implement an interdepartmental electronic information system covering all processes related to weight and dimension control. Additionally, a procedure will be developed for seasonal restrictions on the movement of heavy vehicles depending on the weather conditions.

Currently, 61 percent of new roads and 92 percent of local roads under the "Initiative Budget" program are being built by the private sector. Entrepreneurs are also being gradually involved in road maintenance, a process that has long been a state monopoly.

It’s planned to expand this practice and involve entrepreneurs in the maintenance of 3 thousand kilometers of roads next year, and 6,3 thousand kilometers by 2030. Moreover, it was noted that the roads to be built in 86 districts with the participation of the Asian Development Bank must be fully handed over to local contractors.

The low level of digitalization in the industry was also highlighted – out of 59 existing services, only 20 have been digitized. For the next year, it is planned to bring another 28 services online, implement an intelligent transport system, and develop 7 new electronic platforms.

At the conclusion of the presentation, it was instructed to develop the Strategy for the development of roads of Uzbekistan until 2035 based on the tasks set.
