The leaders of Uzbekistan and Kazakhstan hold the second meeting of the Supreme Interstate Council

15.11.2025

The second meeting of the Supreme Interstate Council was held at the Kuksaroy Residence under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, and the President of the Republic of Kazakhstan Kassym-Jomart Tokayev.

The President of Uzbekistan noted that the format of the Supreme Interstate Council, established in 2024, has demonstrated its relevance and effectiveness.

Our relations have now reached the highest level - that of a strategic partnership and alliance, - noted President Shavkat Mirziyoyev.

The parties discussed in detail new areas of cooperation and ways to utilize bilateral potential, and adopted several decisions that will provide a significant impetus to the expansion of the Uzbek-Kazakh partnership.

Particular attention was paid to ensuring the stable growth of mutual trade, diversifying its structure, and creating favorable conditions for business.

It was noted with satisfaction that trade turnover has reached $4 billion since the beginning of the year. The goal is to increase this figure to $10 billion by 2030.

All necessary conditions for this have been created: a substantial portfolio of trade and investment agreements has been formed, the UzKazTrade company has been established, and mechanisms for direct cooperation between business circles have been put in place.

The President of Uzbekistan noted the significant success achieved in industrial cooperation.

As part of the visit, the Central Asia International Center for Industrial Cooperation and several important projects worth $1.3 billion will be launched. Besides, a large-scale Industrial Cooperation Program with a total value of over $8 billion has been prepared, encompassing projects in the chemical, geological, infrastructure, logistics, agro-industrial, and many other sectors.

A systematic partnership in the transport and logistics sector was identified as a priority area. The need for joint work on creating new transport corridors, including the Uchkuduq - Kyzylorda route, and promoting freight traffic at the ports of Aktau, Kuryk, and Khorgos was noted.

Readiness was expressed to expand mutually beneficial cooperation in the transportation and processing of energy resources, energy conservation, and the implementation of Green and information technologies.

Effective measures will be taken to further strengthen cooperation in the water and environmental sphere. The parties welcomed the signing of the Agreement on the Joint Management and Use of Transboundary Water Bodies during the visit.

The leaders noted the special importance of cultural and humanitarian ties. It was noted with satisfaction that this year, joint cultural events – the Lazgi ballet, an artists’ exhibition, a writers’ forum, and a youth festival – were successfully held in Almaty and Astana, as were the Kazkahstan Healthcare days in Uzbekistan and the Days of Astana in Tashkent.

It was agreed to continue exchanges between scientific and educational institutions and youth organizations, and to expand joint programs between higher education institutions.

The importance of developing joint tourist routes and promoting the historical sites and rich cultural and spiritual heritage of Uzbekistan and Kazakhstan was emphasized.

Reports from the Deputy Prime Ministers and the Ministers of Energy, Transport, and Culture on the negotiation agenda were also heard.

At the conclusion of the second meeting of the Supreme Interstate Council, several important decisions were adopted.
