Proposals on development spheres of arts and crafts reviewed

President Shavkat Mirziyoyev reviewed proposals on improving the management system in the field of culture and arts, as well as the development of crafts.

Our people have a rich spiritual heritage. Taking into account the ever-growing intellectual, aesthetic, and cultural needs, it is planned to improve management and financing in the field of culture and introduce advanced foreign experience in this area.

In particular, it is planned to introduce public-private partnership mechanisms in the activities of cultural centers and implement start-up projects that support creative ideas. Support will be provided for the creation of domestic historical, scientific, and animated products that shape the brand of Uzbekistan and strengthen the sense of patriotism among young people.

The Head of State gave instructions on the phased introduction of advanced foreign experience in this area.

By decree of the President of Uzbekistan, the Batyr Zakirov National Institute of Performing Arts was established. Now there are plans to create a museum in memory of the artist, establish a scholarship, and hold an international performing arts competition named after Batyr Zakirov. The best graduates of the institute's bachelor's program will be sent abroad for master's studies every year, and support will also be provided for talented students to participate in prestigious international competitions.

During his trip to Andijan Province, the President also proposed an initiative to commemorate the memory of national artist Sherali Juraev. A Higher School of Music and Arts named after Sherali Juraev will be established on the basis of a specialized arts school in Andijan. A national song contest named after him will be held annually on television.

A scientific and creative laboratory will be established at the higher school, and a golden fund of Sherali Juraev's songs will be formed. There are also plans to open a modern recording and video studio, which talented young performers will be able to use on a preferential basis.

Today, the country has the State Symphony Orchestra of Uzbekistan and eight professional orchestras that are part of the philharmonic society. However, their activities are limited to Tashkent and republican events.

In this regard, a decision has been made to gradually organize such orchestras in the regions. In particular, a folk instrument orchestra and a symphony orchestra will be created in the Fergana region. They will be fully equipped with the necessary musical instruments, sound and lighting equipment, stage costumes, and other inventory.

The Head of State emphasized the need to bring the best works of national and world art to a wide audience and to organize concert tours in the regions and cities of the country.

Uzbekistan, with its rich and diverse cultural heritage, has great potential for developing a creative economy. Today, there are 14 thousand enterprises operating in this sector, employing almost 100 thousand people. Over the next five years, it is planned to double the volume of the creative economy and bring its share in the gross domestic product to 5 percent.

Last year, a law regulating this sector was adopted. The fourth World Conference on the Creative Economy was held in Tashkent. Extensive cooperation has been established with international organizations such as UNESCO, UNCTAD, the World Intellectual Property Organization, as well as with countries including France, Italy, Indonesia, Saudi Arabia, and Qatar.

One of the largest areas of the creative industry is handicrafts. Proposals for the further development of this area were discussed at the presentation.

In particular, there are plans to create an academic platform in Tashkent in collaboration with the British Royal Foundation. It will be used to organize master's degree programs, conduct research, and introduce teaching manuals. Gradually, more than 3 thousand talented artisans are expected to join the platform. In the future, it will be transformed into a full-fledged school of applied arts.

In 2023, Bukhara was included in the UNESCO Creative Cities Network in the field of “Crafts and Folk Art”. In this ancient city, 2 thousand masters work in 36 different fields.

From September to November, Bukhara will host its first contemporary art biennale, featuring 70 renowned artists from 40 countries.

Another promising region in the field of tourism is Karakalpakstan. Today, about 2,000 young people are professionally engaged in folk crafts, and many more are eager to learn the crafts.

In this regard, there are plans to transform the “Istiqlol” park in the city of Nukus into a creative cluster, within which the Aral School will be created – an educational space for craftsmen and designers, combining traditional knowledge with innovative approaches.

Responsible persons have been given instructions on the high-quality implementation of proposals and the conduct of planned events at a high organizational level.
