Measures on ensuring a safe environment in mahallas presented

On July 8, President Shavkat Mirziyoyev reviewed the presentation on measures to prevent crimes in mahallas and ensure the rule of law.

The first decree of the Head of State this year was devoted to this very issue. In the document signed on January 3, the law enforcement agencies were given a priority task to ensure timely prevention of offenses in each mahalla in 2025. Responsible managers were assigned to each mahalla with a serious crime situation.

Over the past six months, an effective system of social prevention based on targeted "road maps" has been introduced in every region, district and mahalla. The digitalization of monitoring of the situation in public places has been expanded, and scientific and practical research has been carried out by higher educational institutions that are part of the law enforcement system. Particular attention has been paid to the prevention of crime among minors, young people, women and domestic relations. As a result, not a single crime was recorded in the 5,200 makhallas.

Nevertheless, the crime situation in a number of mahallas remains serious. It was emphasized that it is necessary to strengthen the work of prevention inspectors, criminal investigation officers, patrol and security guards to ensure the safety of the population. It was pointed out that it is necessary to “bring the whole system down” and turn each mahalla into a crime-free territory.

Special attention was paid to cases of drug trafficking, especially among young people. Despite the active fight against them, destruction of narcotic substances and underground laboratories, the problem has not been completely eliminated. In this regard, the need to use video surveillance and artificial intelligence to detect the spread of narcotic substances and eliminate the sources of their emergence was emphasized.

Cybercrime has been named as one of the most pressing problems of today. It accounted for 42 percent of all crimes committed in the country since the beginning of the year.

In this context, the significance of the decree of the President of Uzbekistan dated April 30, 2025 "On measures aimed at further strengthening of activities to combat crimes committed with the help of information technologies" has been emphasized. The document points to the need to prevent cybercrime, increase the level of knowledge and awareness of the population in this area, as well as to ensure the interests of customers and financial security in payment systems.

Increasing the level of knowledge and qualification of employees is a requirement of the time. In this regard, it is planned to improve the activities of the Academy of the Ministry of Internal Affairs: to gradually increase the admission quota, open new directions and develop dual training. 

The Head of State gave instructions to adapt educational and qualification programs to modern challenges and threats, as well as to improve combat and psychological training of officers.

The internal affairs system closely cooperates with the prosecutor's office and other law enforcement agencies. In particular, the criminal situation in the country is analyzed on a daily basis and targeted supervisory measures are taken. The causes of each crime are studied and measures are taken to prevent their recurrence. Assistance is provided to improve the social conditions of persons previously convicted or under administrative supervision.

Additional tasks have been set to strengthen the coordination and efficiency of the work of law enforcement agencies, prompt identification of the root causes of offenses and a sharp reduction in the crime rate. It was emphasized that peace and tranquility in the country and ensuring the rule of law are the most important conditions for the development of the economy and the well-being of the population.
