On January 28, President Shavkat Mirziyoyev familiarized himself with a presentation on improving the targeting of social assistance and introducing a new system of care for persons with disabilities.
The relevant instruction was given at a video conference call held on December 13. Taking into account international experience and modern trends, a number of proposals have been developed.
In particular, a procedure is being established under which social assistance provided under the “Women's Notebook” and “Youth Notebook” will be provided to families included in the “Register of Poor Families”. The funds will be distributed in proportion to the number of population, people with disabilities and poor families in the districts and cities.
Recognition of a family as poor will serve as a basis for providing it with social assistance without requiring additional applications and documents from its members.
In addition, inefficient and unclaimed types of social assistance will be abolished with the approval of a single list of 28 types of social assistance. The costs of medical treatment and surgical operations financed through social notebooks will be covered by the State Health Insurance Fund.
Infrastructure and social stability funds without legal entity will be established under district (city) khokimiyats. Their funds will be used to address socio-economic, organizational, practical and infrastructural problems in the regions, to widely promote healthy lifestyles and sports, as well as environmental and nature protection activities.
The Head of State emphasized the importance of special attention and care for children with disabilities.
In this regard, it was proposed to introduce a day care service for children with disabilities aged 3 to 18 years on the basis of public-private partnership. Admission to such institutions will be based on a social contract with parents and the conclusion of a psychological, medical and pedagogical commission.
It is planned that by the end of this year this service will cover about 2,000 children with severe disabilities. This will allow their mothers to work and receive education.
An information system “Children's Health” will be launched to track the diagnoses of each child with a disability. They will be provided with comprehensive medical, rehabilitation, educational and social services.
Care services will receive subsidies for each child, as well as soft loans for purchases. Parents' payments for day care services up to 3 million soums per month will not be taxed.
The presentation also provided information on measures aimed at helping families overcome poverty.
This process is organized on the basis of the principle of “seven opportunities and responsibilities”. The information system “Register of Poor Families” has been launched, which studies the socio-economic situation of the family, its income and property.
On that basis, 48,000 citizens had been employed, more than 10,000 had undergone vocational training, and 14,000 had been granted loans and subsidies. Doctors had been assigned to 140,000 families, and 38,000 citizens had been provided with social services. 32 thousand children have been placed in kindergartens, and almost 7 thousand young people have been assigned to universities to prepare for entrance exams.
The Head of State approved the proposals and instructed to consider the factor of ability to work when working with the register of low-income families, to bring disabled persons under state social protection and promote their socialization.
