On April 9, a meeting was held in Zarbdor district to discuss the measures for the social and economic development of the Jizzakh region.
Emphasizing that the meeting is held on the eve of Ramadan Hayit, President Shavkat Mirziyoyev congratulated people on this bright holiday.
It was noted that significant changes are taking place in the Jizzakh region, as in other regions. In the past seven years, the region has attracted investments worth US $5 billion, which allowed the opening of 2,5 thousand new enterprises. They created 45 thousand permanent jobs. The number of entrepreneurs doubled. Most importantly, there was a big leap from agriculture to industry.
However, there are also untapped opportunities and topical issues. In some districts, there is a low growth of medium-sized enterprises capable of providing stable jobs and wages to the population. 80 percent of the industry of the region falls on 3 sectors. The volume of agricultural production does not correspond to the size of the land.
Therefore, before the visit, representatives of the economic complex conducted an in-depth analysis of the districts and identified the opportunities for creating 57 thousand jobs in the region. In general, 100 economic opportunities and reserves were identified in 13 districts of Jizzakh.
At the meeting, these opportunities were considered in the example of Zarbdor district. Commercial banks of the district will help local entrepreneurs in expanding their activities. The capacity of the “Zarbdor textile” enterprise will be increased. Farm “Rivoj Davr” plans to grow melons on the land allocated to the population and process them, which will allow the export of products worth US $28 million.
The Head of state announced a number of initiatives to develop the economy of the Jizzakh region.
There are many opportunities in agriculture but not enough products for export. Therefore, a new system for increasing raw material procurement will be introduced.
In particular, the banks will invite business leaders to 309 makhallas and provide the population with a financial package to earn money on their own land. Banks will provide entrepreneurs with loans of up to 1,5 billion Uzbek soums for a period of up to 3 years, grants of up to 1 billion Uzbek soums from the budget for attracting agronomists, training, organizing the collection, storage and drying of products in makhallas, as well as loans under the program “Family Entrepreneurship” and “First step into business”.
In the districts, one single contour will be chosen for the cultivation of one crop type over a total area of 500 hectares. On less fertile land, where yields are below 16 centners, lots will be allocated for growing vegetables and fruits.
This will allow to double the volume of fruit and vegetable production in the region to 3 million tons and then to 5 million, which will increase 2-3 times the processing and export opportunities in two years.
In the region, there are opportunities for the development of beekeeping based on homemaking. For example, placing hives on forestry land would provide employment for a thousand families, generate an additional income of 50 billion Uzbek soums and export US $2 million worth of products. Therefore, a center for beekeeping, production of beehives and equipment and honey packaging and export will be established in Zaamin district.
Support was expressed for the establishment of a cluster on rain-fed lands with a full cycle of cultivation, drying, packaging and refrigeration of white onions in the Yangiabad district. Opportunities for livestock, fish and greenhouse development were listed.
The concreting of the Southern Mirzachul and Tuyatortar canals and the installation of pumps will expand the opportunities for agriculture. The officials were instructed to implement a three-year program in this direction.
There are many reserves for industrial development. For example, Chinese investors have offered US $4 billion worth of projects in the fields of building materials, chemistry, energy, electrical engineering, engineering, textiles and pharmaceuticals in Jizzakh. This will boost the industry by 12 trillion Uzbek soums and create a US $250 million export opportunity.
For this purpose, an industrial technopark will be established in Zaamin district with the organization of the production of 50 new products at the expense of US $1 billion of foreign investment. A branch of the industrial zone "Jizzakh" will be opened in Shodlik makhalla of Zarbdor district with the placement of 15 large projects worth US $140 million. An industrial zone will be created in the empty building of Sharaf Rashidov district, where enterprises of the electrical and leather industry will be launched.
In recent years, the automobile industry has appeared in Jizzakh. The aim is to increase the capacity to produce cars by another 100 thousand units and to create 10 thousand jobs, as well as to increase the level of localization to 50 percent in the next three years by investing US $1 billion. The cotton and textile industry will launch 29 projects worth US $220 million.
Electrical enterprise “Mono Electric” launched an initiative to employ people with visual impairments based on homework. The Head of our state supported this initiative, stressing the need to create a Jizzakh experience in the employment of persons with disabilities and to expand such projects.
Instructions were given to create conditions for tourism in the Aydar-Arnasay Lake system, to organize a “tourist ring” for 10 cultural heritage objects and to repair the roads leading to them.
The meeting also discussed the improvement of housing and makhalla infrastructure. This year it is planned to build 118 houses for 4,5 thousand apartments.
Instructions were given for the construction of additional houses in areas of high demand and the repair of the perinatal center and bridges in the city of Jizzakh.
In general, Jizzakh will allocate an additional 300 billion Uzbek soums to support makhallas, businesses and grants.
