On March 31, an extraordinary session of the Khorezm Regional Council of People’s Deputies was held in Urgench.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev attended and spoke at the session.
«It is a great pleasure to meet with you, my dear fellow countrymen, in this ancient and blessed land during the holy month of Ramadan. A lot has changed in Khorezm if we reflect on it. Yet, time is rapidly passing by, and people’s needs are growing. Thus, we must act accordingly. Therefore, we shall take a critical look at our work and set ourselves greater goals», the President has said.
At the beginning of the session, the changes taking place in Khorezm Region were noted. The preschool coverage has risen from 22% to 79% in the last six years. A total of 131 schools have been built and reconstructed. For the first time, 580 thousand people in the region have been provided with centralized potable water supply.
An additional 1 trillion Uzbek soums have been allocated for the development of 531 regional makhallas, as well as 50 billion Uzbek soums for the reconstruction of roads, sidewalks and lightings in district centers.
The work on providing the population with housing has also accelerated. For the last five years, buildings for 9,5 thousand apartments have been commissioned. As a continuation of this work, the construction of the Al-Khorezmi town in Urgench was launched.
In the framework of 7 thousand projects worth $1,5 billion, new enterprises in the industrial, agricultural and service sectors were launched. As a result, 50 thousand permanent jobs have been created, 19 thousand families have been lifted out of poverty.
The production has increased by 1,5 times, the industrial exports have reached $190 million. In particular, the production in textile, automobile, food, electro-technical and construction materials industries has doubled.
At the same time, more economic opportunities in the region and many issues, the solutions of which people have been waiting for, were emphasized at the session.
The organizational issue was discussed. The President proposed Jurabek Rakhimov’s candidacy for the post of the Khorezm Region Khokim (governor).
Jurabek Rakhimov was born in 1981 in Khorezm Region. He began his career in Shavat District, and in recent years has served as a khokim of Bagat and Kushkupir districts. Since December last year, he has been acting khokim of Khorezm Region.
The President called to hear the candidate’s plans. Jurabek Rakhimov made a presentation of his plans for the development of entrepreneurship, industry, agriculture, and the creation of decent living conditions for the region’s population.
The candidate’s first presentation was devoted to measures to provide employment and increase incomes of the population. The President approved the proposals and gave appropriate instructions to the responsible officials.
In particular, an additional 100 billion Uzbek soums will be allocated to 940 billion Uzbek soums, allocated for family entrepreneurship programs. It was noted that due to the organization of new business entities, 57 thousand people can be employed, while through home work and self-employment 50 thousand and 28 thousand people, respectively, by providing them with labor equipment and facilities in 240 makhallas.
The second important task is to ensure stable food supply to the market. For this purpose, the second stage of the project «Rehabilitation of the main irrigation canal in the Toshsok system» will begin. In Bagat, Shavat and Yangibazar districts, on the area of 2 thousand hectares will be planted grape, apple, melon and water melon plantations, in Gurlen and Bagat districts the agro-logistic centers will be organized. The projects on poultry farming, cattle breeding and milk processings will be implemented.
As it is known, each district is tasked to attract no less than $50 million of investments. In turn, the candidate reported on the projects to be implemented in the districts.
The President tasked to allocate an additional 100 billion Uzbek soums for infrastructure of 14 major industrial projects, establish electro-technical and pharmaceutical techno-parks in Urgench. The task to expand the production of «Damas» and «Labo» cars with the attraction of $20 million of investments was set. This will create 300 new jobs.
The measures for providing industrial enterprises and settlements with electricity have also been determined.
A particular attention was paid to the development of social sphere, construction of schools and kindergartens, provision the population with housing and potable water. The President supported the initiative to improve sanitation in schools, organization of foreign language and vocational training rooms, and establishment of IT parks in 12 districts.
In general, an additional 400 billion Uzbek soums will be allocated to tackle social problems in Khorezm on top of the 1,5 trillion Uzbek soums envisaged by current year’s state programs. In addition, a task to attract an additional 475 million Uzbek soums to the agricultural sector, potable water supply and business projects has been set.
It was stressed that based on all these measures, the regional authorities are to provide 365 thousand residents with well-paid jobs and transform Khorezm into an unemployment-free region.
Following the presentation, the deputies of the Regional Council voiced their opinions on the candidate’s plans. The organizational matter was put to the vote. As a result, Jurabek Rakhimov was approved as the khokim of Khorezm Region.
«Today, we have discussed with you all issues concerning the life of the population, allocated necessary funds, and approved a new khokim of the region. The next task is to unite all the people of Khorezm, work fairly and selflessly, implement all plans and initiatives voiced today, and make sure they will be implemented in a daily life of the population», Shavkat Mirziyoyev has said at the end of the session.
