On January 30, President Shavkat Mirziyoyev got acquainted with the presentation of projects for youth, sports, healthcare and energy.

At a video conferencing on the school education development held on January 28, the President gave a number of instructions on the meaningful organization of leisure for the youth and the popularization of sports among them. The relevant projects are presented during today’s presentation.

The responsible officials informed about the results of the study of conditions at makhallas (the local neighborhood community areas) and schools conducted in line with the instructions. It was noted that 763 out of 9309 makhallas in the country do not have sports facilities and there are no libraries at more than 6 thousand makhallas. Furthermore, more than 2 thousand out of 10 130 schools do not have gyms. There are no libraries at 22 schools.

The three types of project ideas for the construction of sports facilities and libraries at schools and makhallas have been created. The first involves the installation of bookshelves and sports equipment, the second – the construction of outdoor sports grounds and the third – the construction of indoor gyms.

The President did not approve these projects and recommended to revise them.

“Just imagine: what do ordinary people in villages need, what do young people need? What do children play in the evening? Where do adults gather and talk about? We need to think about it and make a project taking into account the wishes of people. For example, there is a school and a stadium at a makhalla. You can create a mini-football field, basketball courts, table tennis and a place to play chess next to them. Our country produces all the necessary things for this.

Second, it is possible to build a library, a computer room, a canteen and a bathhouse in these places with the perspective to establish medical centers. In general, there will be a services development to satisfy people. Every makhalla should have such an actively operating economic, social and educational center”, Shavkat Mirziyoyev said.

The task was set to improve the project considering comments, to organize the makhalla centers based on the public-private partnership. Along with this,  the entrepreneurs will be provided with benefits in exchange for social obligations. The local youth will have a free access at certain hours per day. Thus, the entrepreneurs will be able to extract income and the facilities will be used efficiently.

The presentation has also considered projects to increase a school enrollment.

As it is well-known, in the next five years, 1.2 million student places need to be created in our country. Therefore, the President instructed to build new schools and increase the capacity of existing ones. Based on this, the school projects for 330, 660, 990, 1320 and 1650 places have been prepared. They envisage the construction of additional buildings, multifunctional halls, bathrooms, modern laboratories, equipment with interactive whiteboards and comfortable seats.

The President has noted the need to study the conditions of the foundations and walls of each school with specialists.

 “Why am I saying this? We should expand existing schools in every possible way, because both children and teachers are used to their places. There may not be any other spare land in the center of the makhalla. If you build in the outskirts, you will need transport; it will be difficult for children to get there. Therefore, it is relevant to build an additional floor or a new building in the territory of the school”, the President said.

It was instructed to approach each school individually, taking into account its condition and demography of the locality, to calculate exactly where to erect the building and how many floors it will consist of.

Last year, Shavkat Mirziyoyev reviewed the project for building an Oncological medical center several times. The information on the work carried out in this direction was presented today, as well.

The main building of the Center will have 10 floors and 650 beds. It will have 16 operating rooms, a 45-bed intensive care unit, diagnostic and treatment departments. There is also a hospital for receiving 100 people per day. The preparation of the building foundation has begun today.

The President instructed to equip the Center with modern facilities, including the effective use of foreign investments and improve the qualifications of personnel.

The measures to expand the capacity of the power supply system were also discussed during the presentation

On January 25 this year, there was a technical failure in the regional power system. This affected all power plants and created an emergency.

There are many reasons that caused it. In particular, the unified power system is not completely looped by trunk lines with a capacity of 200-500 kilovolts. There are no networks with a capacity of 500 kilovolts in the main part of the Northwestern and Southwestern nodes. Some lines pass through the territory of neighboring states.

Therefore, it is planned to create a single ring system in our country by building networks with a capacity of 500-750 kilovolts. In particular, it is planned to increase the total generating capacity to 27,400 megawatts and annual output to 110 billion kilowatt-hours by 2026. Then all regions of the country will be firmly connected by 500-750 kilovolt networks with the creation of a single system.

The President has outlined the need to reform the electric power system, continue and develop cooperation with neighboring countries. It was instructed to prepare a draft resolution on increasing the power generating capacity and automation of power supply. The main goal is to increase the stability of the power system and uninterrupted supply of electricity to the population.
