On May 28, the video conferencing chaired by the President Shavkat Mirziyoyev was held on the construction and development of multi-apartment housing.
The large-scale work is being carried out to update the look of the cities and villages, create the decent living conditions for the population in our country. The housing has been put in commission for 155 thousand apartments with a total area of 41 million square meters. The quantity of the apartment building has doubled.
With the advent of new houses, modern residential areas, the relevance of their services increases. According to the surveys of the population, 35% of the residents of apartment buildings are not satisfied with the services provided, and 65% noted that they do not feel the work of partnerships.
Due to the difficult financial situations of many partnerships, the service level is low, and accordingly, trust in them is also at a corresponding low level. In spite of provided benefits, they cannot manage with the timely repayment of loans.
Along with this, there are numerous cases of ineffective use of funds in the field of housing and municipal services, embezzlement of budget funds. In particular, over the past two years, about hundred officials of the area have been prosecuted for the corruption cases.
The priority tasks for improving the services of the apartment buildings and updating the fund for housing were discussed at the meeting.
It was noted that the services of some residential areas in regional centers, as well as in the cities of Nukus, Chirchik and Angren, as an experiment, will be transferred to qualified service management companies.
The rating assessment of the activities of these companies will be introduced. The companies with better services will get more facilities in the future. The all-day application acceptance centers will be organized in all the management service companies.
Another important issue is that in most cases, the outstanding debt of partnership arises due to the imbalance in the cost of services. From now on, the minimum set and standards of housing maintenance services will be approved by local Kengashes (Councils) in agreement with the population. At the same time, the territorial administration of housing and municipal services will have to substantiate the tariff parameters point by point by making a presentation of the planned works and services.
The low-income families, included in the social assistance register will receive subsidies for compulsory housing payments.
The Minister for Development of Information Technologies and Communications of the Republic of Uzbekistan was assigned to launch a unified electronic billing platform for the housing and municipal services payments from October 1 of this year.
It was stated that 3,000 newly constructed apartment buildings were not provided with maintenance services, and it was noted that the need to create the management companies to service them.
«If there are no good living conditions, there will be no peace in the family, productivity at work. I am most worried about the poor-quality projects. If we eliminate the corruption factors in construction and strengthen the control over people’s money from the point of view of their intended use, the result will be different», the President said.
It is planned to renovate 212 and complete the repair of 456 two-storey houses that are in the emergency state this year. In addition, 2,400 apartment buildings will be renovated this year, and 4,100 houses will be in the next two years.
The special fund will be created at the Ministry of Housing and Communal Services to finance the repair of houses for this. Its funds will be formed from the republican and local budgets in equal shares. This year, 220 billion Uzbek soums will be allocated for these purposes, another 100 billion Uzbek soums will be attracted from the funds of the population.
In this way, 30% expenses on repairing apartment buildings will be carried out by the owners, the remaining 70% at the expense of the fund.
The Khokims (governors) of the regions were instructed to effectively organize renovation and repair work with the intended use of these funds.
Special attention was paid to the modernization of the heating system at the meeting.
15000 apartment buildings are connected to the district heating networks in cities. However 2000 kilometers of pipelines are in emergency state, and losses in the networks are on average 40%.
In this regard, the task was set to connect more than 2000 apartment buildings to the district heating networks by the end of the year, having completed the construction and reconstruction of 56 boiler houses, the repair of 205 kilometers of networks.
«The purpose of the construction of new multi-storey buildings in the form of a whole residential area is to save energy resources and reduce the expenses for infrastructure. However, neither the ministry nor the regions has developed a unified approach to this issue» - , said Shavkat Mirziyoyev.
The importance of transferring housing to the modern district heating networks, attracting the private sector to this was noted.
183 new residential areas are being built this year. 185 kilometers of potable water supply networks, 290 kilometers of sewerage, 130 kilometers of electricity networks and 110 kilometers of gas supply networks will be laid to them. This requires 415 billion Uzbek soums and the specific funding sources have already been identified.
The responsible executives were instructed to provide the residential areas with infrastructure.
It was also noted that at least 3000 apartment buildings will be built in the populous areas with high housing demand due to a loan of $50 million from the Asian Development Bank.
It was instructed to simplify the procedure and reduce the time for issuing subsidies for paying the initial payment for housing.
The work on the improvement of territories and the development of social infrastructure were also touched on. 18 trillion Uzbek soums have been allocated to improve conditions in 7,794 villages and makhallas (local neighborhood community areas). In addition, another $300 million is allocated to provide the population with clean drinking water, construction and repair of internal roads.
The President has criticized the progress of these works and instructed the responsible persons to eliminate the lagging behind in projects and ensure their high-quality implementation.
