The President visits the new building of the Ministry of construction and housing and communal services

President Shavkat Mirziyoyev got acquainted with the development work on the territory of New Tashkent. 

The Head of our state started his trip with visiting the construction site of underground parking and pedestrian crossing. 

The parking worth $100 million, the construction of which is carried out on an area of 40 thousand square meters, will provide an opportunity to accommodate 200 cars and 30 motorcycles and scooters. For convenient and safe movement of the pedestrians a four-way crossing will be constructed. 

Automated parking systems, points for renting bicycles and stations for charging electric vehicles will be organized here. The facility is planned to be launched in 2026. 

The President gave instructions on increasing the number of modern parking lots, ensuring their extensive access and convenience for the population, as well as further developing charging infrastructure considering the growth of electric vehicles share.

Additionally, administrative buildings for organization of ministries and agencies work are being developed in New Tashkent. 

Particularly, a new modular building of the Ministry of construction and housing and communal services has been constructed. 

The territory of 1,5 hectares accommodates 5 one-story buildings built from light metal constructions and sandwich panels with basalt covering on the total area of 5751 square meters.

The building allows to accommodate the central office of the ministry and all of its subordinate organizations in one place, which increases the effectiveness of interaction and working processes between the entities.

Light constructions and energy-efficient sandwich panels, independent sewage systems, as well as an effective centralized heating, cooling and ventilation systems will allow to decrease exploitation costs of the building, ensure an opportunity of its expansion and dismantling in the future.

Currently there are 550 employees working in the new building, engaged in the activities of central office of the ministry and its subordinate organizations. 

The building also houses the Republican center for development of information and communication technologies under the Ministry of construction and housing and communal services. 

To date the center launched a range of platforms based on “Shaffof kurilish” national information system.

The Head of State was briefed on the activities of these platforms.

In particular, all socio-economic data relating to cities and districts have been consolidated into a single digital database in the geographic information system “State Urban Development Cadastre of the Republic of Uzbekistan.” Through the geoportal, three-dimensional “digital twins” of settlements have been developed, reconstruction and renovation zones have been identified, and the possibility of conducting a comprehensive analysis of territories has been created.

The processes of developing and publicly discussing master plans, as well as issuing building permits based on them, have been fully digitized.

To date, digital master plans for 20 cities, 22 towns, and 843 district settlements have been developed and posted on the geoportal.

The “Rating” electronic platform has automated the assessment of the activities of construction and contracting organizations. The “Tender” electronic platform is integrated with the electronic systems of ministries and departments. A new version of the “Provision of Public Services in the Construction Sector” electronic platform has been developed, covering all nine services in the industry.

Other platforms are also in operation, such as “Expert Review of Design and Cost Estimates,” “State Control in Construction,” “Mening Uyim,” “Mening Hududim,” and “Heat Supply Billing System.”

Responsible persons have been instructed to further improve and increase the transparency of the system.

The President also spoke with young professionals.

- Today, it is impossible to achieve significant results based on yesterday's knowledge. To do this, it is necessary to constantly learn and deeply master the exact sciences, especially information technology. This is of fundamental importance for the construction sector, - noted the Head of State.
