Ongoing work and further plans in statistics reviewed

On November 27, President Shavkat Mirziyoyev got acquainted with the report of the National Committee of the Republic of Uzbekistan on Statistics.

In February of this year, a Decree of the President of the Republic of Uzbekistan “On additional measures to bring the system of organization and conduct of statistical work to a new level” was adopted. In accordance with this document, the Agency for Statistics under the President was transformed into the National Statistics Committee, and priority areas were identified to improve the efficiency of statistical activities.

At the meeting, the work carried out during the past period was reviewed.

In particular, through the expansion of interagency data exchange and the implementation of 60 integrations, the reporting burden on economic entities has been reduced by 27 percent. Data from tax authorities’ online cash registers, information on electricity and natural gas consumption, as well as sown areas and agricultural yields, are now automatically received.

Information was presented on current work to improve the calculation of the nominal gross domestic product.

Due to more comprehensive statistical coverage of market services, construction, agriculture, industry, and budget expenditures, an additional 81 trillion soums of added value has been accounted for. As a result, GDP for 2024 increased from $115 billion to $121,4 billion.

The share of the shadow economy has decreased from 50 percent in 2017 to 35 percent in 2024. In the near future, there is potential to further cover an additional 79 trillion soums of the unobserved economy, reducing its share to 29 percent.

The President noted that the volume of e-commerce is growing rapidly worldwide. High growth rates of 9–11 percent are also expected in Uzbekistan. IT services, remote services, freelancing, and other new sectors are developing quickly. The national statistical system is tasked with fully covering these areas as well.

The need to abandon the practice of manual data collection for the Consumer Price Index and to gradually transition to IT solutions and artificial intelligence technologies was emphasized.

Issues related to transforming national statistics into a modern system recognized at the international level were also discussed.

It was noted that the international consulting firm Deloitte has developed 23 initiatives and 70 projects. Their phased implementation will help improve the accuracy, efficiency, and transparency of statistical data. In addition, the National strategy for the development of statistics till 2030 is being developed jointly with the World Bank.

Issues related to preparations for the population census, which will begin in January next year, were discussed.

To date, organizational plans have been approved for 9,008 mahallas, and special training courses have been conducted for over 60 thousand participants from the “mahalla seven” and responsible staff involved in the census.

The census will be conducted electronically through a dedicated portal. Data will be recorded on the portal by enumerators using tablet devices as they conduct door-to-door visits. The process will be monitored using a geographic information system, for which geolocations of the houses and residential units to be registered have been prepared.

The Head of State was briefed on the readiness of these activities in the regions.

It was noted that census processes need to be further improved, including developing skills in using digital platforms, creating specific solutions for counting citizens working, studying, or traveling abroad, and integrating data collected through both door-to-door and online surveys.

Emphasizing that accurate, timely, and reliable statistics are a crucial factor in shaping state policy and implementing economic and social reforms, the President of our country instructed the continuation of the sector’s transformation based on a strategic approach.

Responsible officials were given directives to ensure that the population and agricultural censuses are conducted at a high organizational level.
