The President visits modern medical facilities in Samarkand

25.11.2025

President Shavkat Mirziyoyev got acquainted with the activities of Samarkand branches of Center for digital healthcare and the Republican Specialized Scientific and Practical Center for Cardiology.

Over the past year, work on the digitization of medicine in our country has reached a fundamentally new level. In order to systematically organize this activity, a Center for digital healthcare was created within the structure of the Ministry of healthcare.

The President was presented with the work being carried out at the Samarkand branch of this center. Detailed information was provided on the progress of digitalization in medical institutions in the region, software solutions and artificial intelligence technologies used to collect and process data on diseases, patients, and medicines, as well as the practical results of these technologies.

In particular, a unified electronic information platform, DMED, has been launched in the healthcare sector, containing the medical data of more than 36 million citizens. Electronic management has been introduced in the emergency medical service, which has reduced the time it takes for teams to respond to calls.

In addition, thanks to the introduction of the “Electronic Prescription” system, the number of cases of unjustified prescription of medicines has been reduced by 40 percent, and the turnover of medicines has become more transparent.

State medical institutions across the country have been equipped with modern information and communication technology, and a unified digital infrastructure has been created. More than 3 thousand medical institutions are connected to local networks. Thousands of new computers have been purchased, which has made it possible to significantly upgrade and strengthen the technical base of the system.

The President stressed the importance of ensuring, through digitalization, the state's access to all health-related analytical data, which is an important tool for determining priority areas for the development of medicine, the proper allocation of funds and resources, the regulation of the circulation of medicines, and the eradication of corruption. Responsible officials were instructed to continue working systematically in this direction.

The Head of State also noted that with regular in-depth analysis of patient flow, disease patterns, and treatment quality, the efficiency of the entire system could be significantly improved.

Issues related to ensuring transparency and streamlining the dispensing of medicines, as well as simplifying licensing processes, were discussed.

In our country, special attention is paid to the early detection of cardiovascular diseases and the expansion of high-tech medical services. As in all regions of the country, the Samarkand branch of the Scientific and Practical Center for Cardiology has been completely renovated and given a modern look.

A total of 52 billion soums was allocated for the development of the center, and a large-scale renova-tion was carried out. Today, the center has been transformed into a medical facility with 100 beds and is equipped with 262 types of medical equipment.

To expand its territorial coverage, a mobile diagnostic system was introduced, thanks to which about 7 thousand patients received coronary angiography. As part of the project, a modern intensive care unit, situation center, and waiting room were also created.

The center also pays great attention to training personnel in collaboration with Samarkand State Medical University. A clinical residency program in cardiac surgery has been opened, which contributes to the improvement of the qualifications of local specialists.

Thanks to new opportunities, the range of high-tech medical care has expanded significantly. In partic-ular, the number of cardiovascular surgeries per year has increased from 383 to 590.

During the presentation of the national program “Fighting Heart Attacks and Strokes,” information was presented on statistics on cardiovascular and cerebrovascular diseases, five-year trends in morbidity, national programs that meet European standards, and the results of a pilot project.

Information was also presented on the patient routing system developed for the early detection, prevention, and treatment of cardiovascular diseases and strokes.

The President emphasized that such centers play an important role in improving the quality of medical care and the health of the population, and that the experience gained in Samarkand should be extended to other regions.

This concluded the Head of State's trip to Samarkand region, and President Shavkat Mirziyoyev re-turned to Tashkent.
