President Shavkat Mirziyoyev reviewed a presentation on improving the emergency response and prevention system.
In our country, the safety of citizens is considered the highest value. However, with the emergence of new risks, there is a need to further improve the emergency response system.
Despite the fact that more than 30 legislative acts have been adopted in this area, there is still no comprehensive program for protection against emergencies. The Law on Fire Safety, adopted sixteen years ago, no longer meets modern requirements.
In this regard, the task has been set to create a proactive system capable of assessing risks in advance and acting as quickly and effectively as possible.
During the presentation, responsible executives presented the results of an analysis of the current situation, identified problems, and practical proposals.
It was noted that preventive work today is mainly concentrated in government structures. Meanwhile, over 70 percent of emergencies occur in people's homes due to faulty or outdated gas and electrical appliances, as well as a lack of basic safety awareness.
Therefore, the President stressed the need to build a system at the mahalla level to cover every street and every home with measures to prevent emergencies and improve safety culture.
Special attention was paid to the introduction of digital technologies and modern technical equipment. It was emphasized that this process is still extremely slow in this area and does not meet the requirements of the times.
In this regard, instructions were given to create a digital infrastructure, fully digitize all processes – from the receipt of an emergency signal to its elimination, and introduce new working mechanisms.
To improve response times, it is necessary to increase the fleet of modern technology and equipment and establish their production within the country. Given that new materials and technologies have been emerging in various fields in recent years, instructions have been given to create a continuous system of training and retraining of personnel, which will enable the timely identification and prevention of new types of man-made threats.
It was instructed to organize dual education and a center for advanced training, establish training for professional rescuers, and expand educational programs and scientific research at the Academy of the Ministry of Emergency Situations.
