Mahallas with poor conditions to become exemplary

16.09.2025

During the trip to Namangan region, President Shavkat Mirziyoyev visited Shuraryk mahalla of Naryn district.

Today there are difficult conditions here: internal roads require reconstruction, street lighting and storm drains are absent. Over 5 thousand people are living in the mahalla, among which 62 are low-income families, 118 unemployed, 157 residents receive earnings outside the country.

At the same time, the location of mahalla along the inter-district road presents wide opportunities for the development of entrepreneurship, trade and service sector. Empty buildings can be effectively used in the framework of public-private partnership.

The Head of State listened carefully to the opinions and proposals of residents on mahalla issues.

- We will fundamentally transform this mahalla, bring the spirit of New Uzbekistan here. The streets will be landscaped, the image of the community will be renewed. People will receive proper conditions for living, walking and leisure with the children, - mentioned the President.

The responsible persons were instructed to transform the mahalla to exemplary. Particularly, a master plan on forming a modern urban environment and creating favorable conditions for the entrepreneurship will be developed for the mahalla. According to it, the land plots will be offered to proactive residents with ready projects and necessary infrastructure. As a result, the potential of mahalla will significantly raise, and it will become a center of development for five neighboring mahallas.

Here a modern mahalla center and a walking zone will be developed, children and sports grounds, a library, center for vocational training and studying foreign languages will be created, as well as a bank branch will be opened. School and kindergartens will be modernized in the framework of the state investment program. The streets will be blacktopped, decorative and fruit trees, and flowers will be planted.

Old and unproductive gardens will be replaced by new ones. The residents will put their houses in order based on a social contract.

Overall, it was emphasized that the decree is being prepared aimed at intensifying work on low levels countrywide. A total of 5 trillion soums will be allocated from the state budget to transform districts and mahallas. In particular, Kasansay and Naryn districts of Namangan region will receive 100 billion soums, two “difficult” mahallas in each of other districts – 5 billion soums each. These measures will allow to transform them to sustainably developing territories.
