On August 14, President Shavkat Mirziyoyev reviewed a presentation on measures for expanding waste recycling.
Modern approaches are being implemented in this sphere, which has a big impact on the improvement of the country and health protection of the population. In the past 3 years over 2 trillion soum from all resources were allocated. Last year for Agency for waste management and circular economy development was created.
1,2 thousand of new equipment was purchased for the enterprises engaged in waste management. Fields for waste collection were built in mahallas. Due to the improvement of the collection and transportation system the sphere became a source of secondary raw materials.
The sphere, earlier being a state monopoly, was open for entrepreneurship, a favorable business climate was crated. In particular, for sanitary cleaning and recycling enterprises, the profit tax and social tax rate has been set at 1 percent. Machinery and equipment imported from abroad are exempt from customs duties. As a result, about 200 sanitary cleaning enterprises and 290 recycling enterprises have been established.
During the presentation, responsible officials provided information on the progress of project implementation and future plans.
Each year, 14 million tons of household waste are generated in the country, yet the recycling level remains low. Thanks to projects of recent years, this figure has reached 5 percent.
Projects for generating energy through waste incineration are being supported. Chinese investors are building such plants in six regions. The state assumes responsibility not only for covering waste disposal costs but also for purchasing the energy produced.
Recently, two enterprises for incinerating medical waste with heat energy generation were put into operation in Tashkent. In Samarkand, two more such plants are planned, and one in each of the other regions.
A quarter of household waste consists of paper, plastic, rubber, glass and textile residues. Their recycling can yield raw materials worth 1 trillion soums. In addition, the country has significant potential in processing construction, chemical, electronic, technical waste and industrial oils.
It was underlined that the services for waste disposal should meet the needs of the population. In this regard, a task was set to create an opportunity for online tracking of the arrival time and routes of garbage trucks in each mahalla.
It was instructed to develop a two-year program for fully covering social institutions and mahallas with waste containers. The importance of forming an ecological culture in the society starting with kindergartens and schools, was emphasized.
