The President of the Republic of Uzbekistan, Supreme Commander-in-Chief of the Armed Forces Shavkat Mirziyoyev reviewed a presentation of proposals for improving military education.
The relevant instruction was given at a meeting of the Security Council held on February 21 this year. The best practices of more than 20 foreign countries were studied, and a new national model for reforming military education was developed.
Thus, it is proposed to reorganize the Academy of the Armed Forces and create the University of Military Security and Defense of the Republic of Uzbekistan on its basis. The university will include all military educational institutions of the Ministry of Defense – five institutes, the Higher school of sergeant training, and the School for training specialists in aviation and unmanned aerial vehicles with the status of institutes. A centralized vertical system will be created, which will contribute to strengthening the potential of the troops, expanding dual education, and widely introducing the results of scientific research into practice.
Thus, the Higher school of sergeant training, which is the backbone of the army, will introduce a new system for developing leadership qualities and improving skills in the use of modern weapons and new tactical techniques.
Another innovation is the introduction of a hybrid “2+2” model for training in narrow specialties. In this case, second-year students at civilian higher education institutions will be selected for 18 specialties, such as psychologist, communications specialist, supply specialist, and storekeeper.
In order to support talented young people, a State scholarship from the Supreme Commander-in-Chief will be established for cadet graduates starting in the new academic year. Scholarship recipients will be enrolled in a master's program at a higher military educational institution without exams for five years after completing their bachelor's degree.
In addition, a practice of issuing double diplomas – in civilian and military professions – will be introduced for graduates of higher military educational institutions in 36 fields of study. This will allow military personnel to continue their active careers after service.
In connection with the reforms being carried out, there will be an increased need for high-quality selection and recruitment of military teachers. A system for training military teachers in leading foreign countries will be established.
The proposals presented were approved, and instructions were given for their effective implementation in practice.
