On July 29 President Shavkat Mirziyoyev reviewed a presentation on measures to counter and prevent everyday corruption.
The issue of combating corruption is extremely relevant and affects the interests of the entire society. According to data, 75 percent of all corruption cases are related to so-called everyday corruption, which arises mainly at the city and district levels.
At the meeting of the National council for combating corruption held on March 5, the task was set to eradicate this phenomenon. To this end, in accordance with the decree of the President dated April 21, a special department was established within the General Prosecutor Office to analyze factors contributing to corruption. A systematic study of the causes and conditions of corruption is being conducted with field visits to the regions.
More than 200 specialists in the Law enforcement academy and the scientific and educational center of the prosecutor's system are engaged in scientific analysis and research. In total, over 100 thousand law enforcement personnel are involved in anti-corruption efforts.
However, in most cases, the fight targets the consequences of corruption rather than its causes. Preventive measures that completely eliminate conditions for corruption are still insufficient. In government bodies where citizens apply daily – khokimiyats, cadastral services, banks, and tax authorities bureaucracy and loopholes for corruption still persist.
Additional measures to address these issues were discussed during the presentation.
There are 43 oversight bodies operating in the country. Compliance departments have been established in all ministries. Increasing the effectiveness of their work has been identified as a priority task. The activities of inspections under ministries and departments were also critically assessed.
The President emphasized that the work of government agencies should be evaluated not only by the reduction in the level of corruption but also by how many instances of corruption were prevented.
A transparent system for land allocation has been introduced in the country, however, illegal actions are still recorded at the local level. In this regard, it was instructed to analyze data from the cadastral service, "Uzbekcosmos", construction and other organizations, and take measures to completely eliminate such violations.
The need for full digitalization of the prosecutor’s office system and the introduction of digital control in all areas was noted.
Earlier, at a meeting of the National council for combating corruption, recommendations were given to relevant parliamentary committees on such pressing issues as studying the causes of corruption at the mahalla level, reducing the share of direct contracts in public procurement, and fostering intolerance toward corruption among youth.
