On July 23, President Shavkat Mirziyoyev reviewed a presentation on the activities of the Chamber of Accounts and measures to improve the execution system.

In accordance with the Decree of the President of the Republic of Uzbekistan dated July 10, 2024, “On additional measures to strengthen financial control over the use of budget funds,” the methodology of the Chamber of Accounts has changed and its powers have been expanded. Abandoning outdated forms of inspection, new approaches have been introduced into the activities of the body — financial, compliance, performance, and strategic audits.

Now the Chamber of Accounts acts not only as a control body, but also as a partner promoting compliance with budgetary discipline. In this regard, the main focus is on preventing violations of financial discipline and analyzing the reasons for their occurrence.

Thus, based on the results of audit activities for the first six months of this year, it was possible to reduce inefficient budget expenditures by 5.6 trillion soums and identify additional budget revenue reserves in the amount of 5 trillion soums.

As the country's economy grows steadily, the scale of financial control is also increasing. The most effective tool for ensuring this is digitalization. To this end, the “Remote Audit” information system has been introduced, thanks to which violations amounting to 4 trillion soums have already been eliminated.

During the presentation, the task was set to introduce elements of artificial intelligence into the system to eliminate factors causing disruptions.

The effectiveness of the financial control situation centers created last year in 12 ministries was noted. A decision was made to expand this system to 10 more ministries and agencies. In addition, instructions were given to improve internal audit and internal control systems in budgetary organizations, as well as to strengthen the exchange of information with the Chamber of Accounts.

In accordance with the presidential decree, state auditing is being gradually brought up to international standards. Throughout the year, employees of the Chamber of Accounts worked together with international auditors, learning from their experience. As a result, projects implemented with external borrowing began to be audited according to international criteria. The importance of conducting audits from the initial stages of such projects was emphasized.

At a meeting on June 16 dedicated to analyzing the effectiveness of reforms, the Chamber of Accounts was tasked with implementing the “Xalq Nazorati” platform in all regions. During the presentation, the work that had been started and the necessary measures for implementing this project were presented.

The platform will allow citizens to report problems related to construction, infrastructure, utilities, drinking water, energy supply, transport, and roads. All ministries, departments, and local authorities will be connected to the system to ensure that these problems are resolved promptly.

Work is currently underway to improve the artificial intelligence-based platform, introduce a vertical control system, and establish call centers.

The Head of State has instructed the responsible officials to strengthen executive discipline and ensure the targeted and rational use of budget funds.
