On May 5 President Shavkat Mirziyoyev got acquainted with the proposals on targeted preparation of prospective personnel and supporting specialists’ education abroad.
In our country, the issues of personnel training are given special attention in the development of each industry. Education of young people and professional development of specialists are actively supported by the government.
Thus, through the “El-Yurt Umidi” Foundation, 2,225 scholarship holders were sent to 45 countries, with 1.5 trillion soums allocated from the budget. To date, more than 1,400 graduates have returned to Uzbekistan and are working in the sectors of economy, education, science, medicine and public administration. Currently, 748 scholarship holders are studying at prestigious universities in the top 300 world rankings.
In order to expand the scope of this work, it is planned to reorganize the Foundation and the Academy of Public Administration into the “El-Yurt Umidi” Foundation for the training of promising personnel under the President of the Republic of Uzbekistan and the Academy of public policy and administration under the President. Together with the Agency for Public Service Development, they will be transformed into a single cluster for personnel training.
In particular, in addition to studying under bachelor's, master's and doctoral programs, civil servants will be sent to targeted internships for up to six months. At the same time, priority will be given to such driver areas as energy, urbanism, transportation, architecture, geodesy, land relations, technical and engineering sciences, as well as public administration and other relevant social spheres.
Scholarships of the “El-Yurt Umidi” Foundation will be granted without additional examinations to candidates who have been admitted on a scholarship to universities listed in the top-100 international rankings. Students enrolled under scholarship in universities from the top-300 list will be reimbursed international travel and accommodation expenses without exams. Graduates of the Presidential schools, enrolled on a 50 percent scholarship in the undergraduate program of universities from the top-20, will also receive grants out of competition.
A Council of parents of scholarship holders of the “El-Yurt Umidi” Foundation will be established for constant communication with compatriots studying abroad, identifying their needs and providing assistance in the educational process. The embassies and consulates of Uzbekistan will be tasked with providing legal and organizational support to students.
The Academy of public policy and administration will also play an important role in training specialists to meet the requirements of the time. Advanced educational programs such as the “School of Khokims”, “School of Women Leaders” and “Leaders of the Future” are in force here. Last academic year more than 13 thousand students improved their qualification at the Academy.
Under the new system, three areas of training will be introduced for civil servants: advanced training, retraining and master's degree. All medium- and long-term courses will be organized through joint educational programs with foreign partners and based on the basic recommendations of the Organization for Economic Cooperation and Development (OECD).
The master's program will include in-depth courses in “Public administration”, “Public policy”, “Integrated territorial development”, “Human resources development” and “Public finance management” for up to 18 months. In addition to the grant form of education, a contract form of education will also be available.
To improve the quality of educational programs and scientific research, an International Academic Advisory Board will be established at the Academy, and four new centers will be organized. In particular, the Center for applied research on public administration problems will develop recommendations on improving the efficiency of the civil service and introducing the best practices of the private sector in public administration.
The President approved these proposals and instructed to implement the system on the basis of new approaches, improve the qualifications of the Foundation and Academy staff, conduct a constant search for talented young people and provide them with quality education, and more actively involve qualified specialists in the implementation of reforms.
