Measures for improving higher education quality reviewed

30.04.2025

On April 30, President Shavkat Mirziyoyev reviewed the presentation of measures to improve the sphere of non-state educational services, enhance the quality of higher and vocational education.

The development of industries and sectors of the economy, as well as the prosperity of the investment environment, are closely linked to human resources. Therefore, the system of higher and professional education is constantly improving.

Thanks to the opportunities provided in recent years for the private sector in the field of education, 71 private higher education institutions and 51 private technical colleges have been established, currently enrolling about 500 thousand students and pupils.

As a result, enrollment in higher education in the country has increased from 9 to 42 percent.

Undoubtedly, the work accomplished has opened the way to vocational and higher education for thousands of young people. However, not all non-state educational institutions provide proper quality of education.

The key tasks today are to improve the quality of admission, curricula, educational process and scientific potential in non-state institutions, as well as their adaptation to the requirements of the modern labor market.

In this regard, during the presentation, proposals for streamlining the activities of private educational institutions, improving the licensing system and introducing a new procedure for state accreditation were discussed.

It was proposed to switch to a two-stage licensing system based on best international practices, introduce mandatory specialized accreditation of educational programs, and organize comprehensive state accreditation every five years.

In addition, an initiative was put forward to establish an independent structure for external evaluation of the quality of education and introduce a transparent, objective and fair system of quality control, considering the best practices of developed countries.

Ensuring the quality of education and the introduction of external evaluation will contribute to improving the efficiency of learning and scientific potential in vocational and higher education institutions, and improve their positions in international rankings.
