President Shavkat Mirziyoyev got acquainted with the conditions created in a regional social services center “Imkoniyatlar olami” (“The world of opportunities”). 

In accordance with the country’s Constitution and strategy of population’s social protection the scale of “person – the highest value” principle is expanding in Uzbekistan, social services are becoming more available for those in need. In continuation of these efforts Decree of the President “On additional measures for further improvement of the system of social services and assistance to the children with disabilities provision” was adopted on February 27 this year. In the framework of implementation of this document, a regional social services center “The world of opportunities” was open in Andijan for the first time. 

The center is located on a territory of almost 5 hectares and includes an administrative office, buildings for inclusive education and vocational training, children’s playground, sports complex and a pool. 

Services to children with disabilities and persons in need of constant care are provided here. In particular, services for social and medical rehabilitation, vocational guidance, teaching foreign languages, as well as additional education for children from low-income families are provided. 

There are 60 employees at the center. “Inson” centers are responsible for identifying those in need and referring them to the center.

The President also got acquainted with the early intervention program unique for the country. This department specializes in supporting children from birth up to age three. 

Previously, such infants were exclusively under the care of their parents, and were admitted to specialized institutions only from the age of three. Now, if a risk of disability is identified during pregnancy, expectant mothers can receive help and counseling here, which will strengthen the care of the child. Psychological support is also provided.

The Head of State toured the premises for additional education. Here children with disabilities can study outside school and use the Internet. In addition, children from families included in the register of low-income families can study English, Russian, Korean and other languages free of charge.

It should be noted that since the beginning of the current year in Andijan region almost 10 thousand children from needy families have been assigned to kindergartens, about 29 thousand have received medical assistance, 20 thousand have been covered by social services. 

Day care service is also organized in the center. People with disabilities are engaged in physical and intellectual exercises, and owing to the participation of social workers their family members can work.

The beneficiaries of the center expressed gratitude to the President, noting that it was due to such care that they returned to life.

Behind this care is your health, pain and the worries of the closed ones. I am happy to see how hope and interest to life awaken in you. We will continue to expand similar practices. Only patience, belief and aspiration are required from you, – said Shavkat Mirziyoyev.

The center also has a sports complex. There is a gym for physical therapy and a swimming pool adapted for children with disabilities. The equipment was brought from the United States and other countries and meets international standards for adaptive sports. 

The President emphasized the importance of improving the health of children with disabilities and involving the older generation in activities that match their abilities and interests.
