On December 7, President Shavkat Mirziyoyev chaired an extended meeting on measures to train the population in demanded professions and provide high-paying jobs.
This matter is always a priority in the state's social policy. In the conditions of economic globalization, the need for qualified middle-level personnel continues to grow.
In this regard, at the meeting the key aspects of training such specialists were analyzed, as well as the topical objectives were identified.
Over the past five years, $24 billion worth of equipment has been imported for the country's industrial enterprises, 63 thousand new capacities and 1.5 million permanent jobs have been created. Currently, there is a need for more than 200 thousand qualified specialists in various sectors of the economy.
Within the framework of investment programs for the next three years, new enterprises will require another 500 thousand specialists. Qualified personnel are needed to work with new equipment and technologies.
In our country there is already a positive experience of cooperation between technical schools and industrial enterprises for the development of dual training system. In particular, Asaka Transport and Mechanical Engineering Technical School, Bukhara Technical School of Energy, Oil and Gas, Shirin Energy Technical School, as well as technical schools in Guzar and Shakhrisabz together with local and foreign enterprises prepare modern specialists.
The meeting identified measures to support private enterprises involved in this process and create attractive conditions for them to expand dual training.
Jointly with Germany, 14 technical schools have organized training in demanded professions and German language. Hokims and heads of sectors have been instructed to introduce similar experience in at least five technical schools in each region.
Knowledge of foreign languages is important for mastering modern professions. In this regard, instructions have been given to increase the number of language classes in schools and vocational training centers, as well as involve foreign teachers in technical schools.
The need to improve the quality of training in 65 vocational centers under the system of the Ministry of Employment and Poverty Reduction and attract grants to provide the centers with the equipment necessary for training of relevant professions was noted.
The programs of 13 training centers for construction professions will also be brought in line with the demands of the labor market. The recruitment system will be digitalized, which will allow training up to 20 thousand specialists annually.
Internationally recognized certificates will be issued to individuals who have mastered a profession independently or as apprentices. For this purpose, five skills assessment centers will be established in the regions.
The Ministry of Foreign Affairs has been instructed to take necessary measures aimed at simplifying visa regime with such countries as Great Britain, Germany, Canada, Slovakia, Australia, New Zealand for citizens wishing to receive education and improve their qualification, to work at modern enterprises abroad.
As is known, in developed countries there are “Work and Travel” types of programs. In particular, young people of our country visit European countries during vacation, where they combine education with earnings. To expand access to this opportunity, starting next year the Agency for Youth Affairs will start providing students with loans to cover travel expenses.
In addition, the need to strengthen the dialogue with compatriots working abroad, create conditions for employment with high wages, provide them with social and legal support was emphasized.
Reports of responsible persons were delivered at the meeting. Specific objectives were set for training the unemployed in demanded professions and ensuring employment of citizens returning from abroad.
