On September 4, President Shavkat Mirziyoyev was briefed with a presentation of proposals for the development of preschool education and the improvement of the system of work with gifted youth.
The foundations of education and personal development are laid from childhood. Therefore, the state pays special attention to the preschool education system. Coverage has increased from 27 percent to 74,6 percent over the past seven years. It is planned to increase this rate to 80 percent in the next five years.
However, the content of education and upbringing is also important. Attention needs to be paid to the issues of providing teaching and training materials, improving the capacity of trainers and introducing new approaches.
The presentation considered proposals aimed at improving the quality and effectiveness of preschool education.
In particular, to increase coverage, it is envisaged that kindergartens will be allowed to be built on the free territory of schools through public-private partnerships.
Educational materials developed through the government program are not available to all kindergartens. Non-state institutions use Internet resources. Therefore, all programs are planned to be placed on the website of the Ministry of Preschool and School Education and made available for free use.
In the best foreign practice, the intellectual and cognitive potential, and the physical, mental and social condition of children are constantly monitored and the educational process is adjusted based on this. With this in mind, the task of maintaining a “Child Development Map” in the Information System for Preschool Education has been set.
Most of the teachers in kindergartens have a secondary education. The current term of qualification in the field is once every five years. To accelerate this process, the “Hour of Methodical Mastery” and “Day of Methodical Mastery” events are planned between the advanced training courses. It is also proposed to introduce dual training in higher education institutions and increase target quotas for distance and evening learning.
Today, attendance and food expenses in public kindergartens are documented on paper. Therefore, it is necessary to digitize the record-keeping using biometric identification technology.
The presentation also discussed measures to improve work with gifted youth.
In recent years, the system of training and incentives for students has changed considerably. If in 2022, Uzbekistan’s schoolchildren won 45 medals at international subject Olympiads, this year they have won 113 awards. However, the potential of our youth to make a statement for the world is even greater.
To ensure its thorough preparation and increase its performance, participants in international subject Olympiads will be selected beginning from grades 5-8. The curricula, literature, guidance and manuals for each subject will be improved and made available to students and mentors. Foreign specialists will be brought into the teams, and joint collections with foreign teams will be held.
Today, the winners of 22 international and regional Olympiads are awarded with cash prizes. A decision was taken to expand this list to 28. The cash rewards and gifts to students who win at national and international Olympiads, their teachers and team leaders will be exempt from income tax.
The Head of State has instructed to carefully and comprehensively elaborate the proposals.
