President Shavkat Mirziyoyev was briefed on proposals to improve the quality of school education and teachers’ qualifications.
The interest of students in subjects and their success largely depend on the knowledge and skills of teachers. Therefore, the necessary conditions are being created for the professional development of teachers and the system of assessment of knowledge is being improved.
The responsible persons reported on the developed proposals in this field.
It was noted that a new certification system based on advanced technology had been introduced. It was attended by more than 190 thousand teachers, resulting in the promotion of the category of 51 thousand teachers.
It was emphasized that there is a need to constantly encourage more professional teachers and those who work on themselves in schools.
It was proposed to raise the salary of teachers with the highest and first qualification category from September 2025.
Instructions were given to develop and implement a separate training programme for teachers who have not been certified and have not had sufficient experience.
In this process, full use should be made of the Centres for Advanced Training and pedagogical colleges. To this end, based on the experience of the Presidential Schools, National Research Institute named after Abdulla Avloni will organize a system of refresher training for kindergarten and school managers and teachers every five years.
The aim is to transfer 11 pedagogical colleges in the regions to the Centres for Advanced Training and to involve trainers from abroad.
It was informed that kindergartens and schools, technical schools and the school "Barkamol Avlod" will be created on the basis of pedagogical colleges with low workload.
In order to disseminate best practices, a Presidential Schools Evaluation System was introduced in 500 schools last year. As a result, pupils' performance increased from 53 to 59 percent. A mark-up of up to 40 percent has been established for the management and teachers of high-performing schools.
In this regard, 1 thousand more schools will be using this assessment system as of the new school year. 182 specialized schools and 500 schools that have tested the system will support them.
In addition, 270 schools will be equipped with interactive boards, 365 schools will be provided with computer rooms.
The presentation also considered a proposal to establish a National Institute of Pedagogy based on the Research Institute of Pedagogical Sciences of Uzbekistan named after Kara-Niyazi. The new institute will be tasked with strengthening the cooperation of the “makhalla - parents – school”, creating educational literature for parents and children, scientific research into the didactic views of the Jadids. Activities of the Academic Council on 5 specialties will be organized, as well as training of personnel on master’s and doctoral studies.
In addition, the issues of the introduction of international methods in the schools of sports skills of Bakhodir Jalolov and Oksana Chusovitina, improving the quality of training and training were touched upon.
The Head of State gave instructions to improve the quality of teacher training, to organize a fair system of evaluation and incentives.
