On June 10, President Shavkat Mirziyoyev chaired a video conference on the measures to increase the efficiency of energy use and ensure the sustainable operation of energy facilities in the sector in the autumn-winter period.
The development and stability of the energy sector, the development of new energy sources and the expansion of generating capacities are priority areas of State policy. At the same time, it is impossible to achieve good results in the system without rational use of energy resources and energy efficiency in industries and regions, both in social and economic spheres.
The meeting focused on these issues.
Last year, district power and gas saving programs were adopted. Solar collectors installed in homes and social facilities saved 20 million kilowatts of electricity. Industries are also introducing "green" energy technologies.
However, it was noted that progress was slow in some regions and that energy savings were not fully achieved.
It was emphasized that it is necessary to introduce strict energy efficiency requirements when designing new social facilities, to develop technical conditions on energy efficiency for administrative buildings, apartment buildings, enterprises, commercial and service buildings.
It was instructed to prepare 1 thousand social facilities for the autumn-winter season. In particular, 251 hospitals, 292 kindergartens, 393 schools and boarding schools will be renovated.
The President noted that the plans of heads of industries and khokims to save electricity and gas are insufficient, they should set higher goals.
Each khokim was instructed to select one area and make it exemplary in terms of energy and gas savings. It was emphasized that it is important to save 750 million kilowatts of electricity and 550 million cubic meters of gas in these areas this year.
- Savings should be achieved by reducing losses and implementing energy-saving technologies, - said the Head of our state.
The meeting decided to introduce a new system of energy efficiency assessment in industries and areas based on best practices.
Thus, large consumers, which consume at least 4 million kilowatts of electricity or 375 thousand cubic meters of gas per year, will undergo an energy audit every three years. The Power Inspectorate will annually publish a list of large consumers, and those enterprises that have not been audited will be supplied at higher tariffs.
The responsible persons were instructed to develop technical regulations and regulatory documents related to the new system before the end of the year.
The number of electric vehicles in our country has increased tenfold in the last three years and reached 35 thousand. The manufacture of electric vehicles is being established in Jizzakh.
In this regard, it was noted that the development of the electric power system should take into account new charging capacity.
A night tariff will be introduced to stimulate the charging of electric vehicles at home. Residents who have installed meters on chargers will be given a discount rate for nighttime charging.
It will also be possible to install charging stations of up to 22 kilowatts on the streets and around apartment buildings and up to 7 kilowatts in houses. Charging stations will be installed in public parking lots, shopping malls, hotels and resorts.
About 39 thousand apartment buildings in our Republic serve 819 management companies. Through tax breaks, soft loans and the "freeze" of old debts, they are gradually recovering. For instance, a year ago there were 133 disterssed management companies, now there are no such companies. As a result, since the beginning of the year 2,1 thousand apartment buildings have been repaired, about a million trees and flowers planted.
At the meeting, it was noted that not everyone is satisfied with the quality of house management. Many managers limit themselves only to street cleaning, minor repairs and cleaning, but major tasks, such as landscaping around houses, maintaining good roofs, internal communications and irrigation networks, are neglected.
A minimum fee for management services had recently been established. Now the quality of management and operation should correspond to this level.
It was stated that management companies should become a “bridge” between residents and utilities. From now on, if there are problems in houses that are less than two years old, that is, during the warranty period, the management of the company together with the contractor will be responsible for their removal.
It was noted that there are cases of illegal changes in the seismic construction of apartment buildings, there are complaints by the population about settling, cracks, eviction and the quality of new apartment buildings.
The competent authorities were instructed to establish strict monitoring of contractors' compliance with their obligations regarding the safety of houses and the quality of infrastructure, and to introduce a system for the early detection of illegal changes in the design.
Earlier, based on the study of the real state of preparation for the autumn-winter season in each makhalla, a training program was developed in a division of districts. It was decided to allocate 14 trillion Uzbek soums in addition to the 14 trillion Uzbek soums allocated last year.
Since the beginning of the year there have been 250 emergency outages in the regions, as a result of which electricity supply to consumers in some places was unstable. In addition, the electrical shields and wires in some apartment buildings have run out of time.
The responsible authorities were instructed to address these shortcomings completely. The goal is to start work with the heaviest makhallas and improve 30 thousand kilometers of networks and 10 thousand transformers by the end of the year.
The meeting also addressed issues of strengthening the energy resource base.
This year, it is planned to launch four-gigawatt power plants using all sources of generation. In addition, it is planned to overhaul 850 kilometres of main lines and 9 substations, as well as to construct 595 kilometres of electrical networks and 4 new substations.
The need to increase coal production this year in order to ensure stable operation of thermal power plants and meet the needs of the population and social sphere was pointed out. In addition, fuel oil and coal will be exempt from customs duties for two years and revolving credits for three years will be granted for coal imports.
In October-December 163 thousand tons of liquefied gas will be delivered to consumers. In addition, the khokims of the regions were instructed to stockpile coal, liquefied gas and basic foodstuffs for more than 300 remote makhallas.
In order to provide the population with warm and potable water during the autumn-winter season, tasks were set to improve the operation of boilers and heat networks, repair of water supply networks and pumps.
During the meeting, reports of heads of industries and regions were heard.
