On June 7, President Shavkat Mirziyoyev visited the Coordination and Monitoring Center of the Department of Public Security of the Ministry of Internal Affairs.
The Centre was established as part of the Strategy for the Development of the Public Security System in the Republic of Uzbekistan. The fully renovated and modernly equipped complex began its work in March this year.
The Centre is a single information platform covering public security processes. Here, the situation on the ground and the actions of staff through digital technology are analyzed. In particular, the activities of more than 10 thousand preventive inspectors are monitored and evaluated in six areas.
The "E-Social Security" and "E-Social Situation" programmes, as well as the unified information systems of the traffic safety, crime prevention and public order services, and the integration of more than 6 thousand “smart” surveillance cameras are helping.
In addition, the centre provides distance-learning training for prevention inspectors, traffic and patrol officers and probation officers via video link. Modeling mass events, the center teaches to make the right decisions and respond quickly in non-standard situations.
During the visit, the Head of State paid special attention to this issue, stressing that staff should be well versed in high technology.
At present, artificial intelligence technologies play an increasing role in all spheres. Along with the facilitation of people’s lives and work, they are increasingly becoming the tools of cybercrime and fraud. In order to prevent, detect and solve such crimes, internal affairs officers must be even more advanced.
Therefore, the rectors of higher education institutions attached to law enforcement agencies were invited to the meeting. It was emphasized that there was a need to improve curricula from that perspective and to ensure that educational and scientific activities were in line with life realities.
The task was set to establish a structure for the use of unmanned aerial devices in the Ministry of Internal Affairs. Additional instructions were given for strengthening crime prevention and ensuring the safety of mass events.
The Public Security Strategy, approved by the Presidential Decree of 29 November 2021, provides for the digitization of the region to reach 90 percent by the end of 2025. During the visit, the Head of State was informed of the progress of this work.
The process is implemented in three stages. In the first stage, problems were studied, in the second, specialists and programs based on these studies were prepared. In particular, 66 information systems and modules have been developed.
They are integrated with 77 information systems of ministries and departments, as well as 25 information systems of the Ministry of Internal Affairs. Public security officers were provided with more than 18 thousand tablets and trained in the effective use of digital devices.
This resulted in the digitization of 155 records, 37 records transactions, about 100 registries and prefabricated materials. This saved 213 billion Uzbek soums.
In the current third phase, the goal is to create a Data Processing Center, widely introduce artificial intelligence into the sphere and localize the equipment.
