On May 3, President Shavkat Mirziyoyev was briefed on proposals to further develop the system of social services.
The updated Constitution of Uzbekistan defines our country as a social state and guarantees social support for the population and the creation of equal conditions for all. In this regard, special attention is paid to promoting the work of people with disabilities and providing social services to victims of oppression and violence.
At present, the products of companies employing people with disabilities are purchased on the basis of direct contracts under the State order only if the founder of the company is an association of people with disabilities.
At the same time, there are 669 enterprises and 8.3 thousand individual entrepreneurs in our country, 50% of whose employees are people with disabilities. On May 1 and 2, the "Inson uchun" exhibition was held in the capital, where such products were presented and contracts worth 360 billion Uzbek soums were signed.
In order to create more opportunities for their activities, it is proposed to allow all organizations and individual entrepreneurs employing at least 50% of disabled people to purchase products and services directly from the State. Thanks to this possibility, about 3,000 entrepreneurs will be able to create jobs for about 20,000 people with disabilities.
According to the World Health Organization, one in three women in the world is exposed to some form of violence. Developed countries have established rapid psychological, medical and legal support for victims of violence.
In our country, services for battered and abused women are not available at the Makhalla level. The quality of practical help at the district level is also poor.
It is therefore proposed to introduce a new three-tier system of social services for victims of violence. At the makhalla level, for example, a social worker, a prevention inspector and a women's activist will investigate cases of harassment and keep the situation under constant review. At the district level, psychological, legal and other types of social services will be provided in "Inson" centres, without the need for a protection order. Primary care rooms will be set up in hospital emergency rooms.
At the regional level, rehabilitation centres will provide psychological and legal asylum and in-depth rehabilitation services for up to six months without the need for an application.
Measures will also be taken to prevent violence in education and employment. At the same time, a programme for the correction of perpetrators of violence will be developed and implemented in coordination with the "Inson" centre. Procedures will be introduced for internal affairs agencies to keep a register of perpetrators of violence.
It is planned to develop a standard for social services for victims of violence. The activities of non-governmental, non-profit organizations in this area will be developed.
The Head of our state approved these proposals and gave additional instructions on their practical implementation, creating decent living and working conditions for everyone.
