On January 8, President Shavkat Mirziyoyev was briefed on proposals to increase employment and reduce requirements for entrepreneurship.
According to official statistics, the number of unemployed in our country is 1.3 million. This year, 2.4 million people will enter the labour market.
With this in mind, 5 million people will be employed this year through the creation of sustainable, well-paying local jobs. In particular, there are employment opportunities for 2.5 million people in the service sector, 2.1 million in agriculture, 250 thousand in investment projects and industry, and 140 thousand in construction.
There are also plans to involve 2 million people in the economy through the widespread introduction of new financial instruments, including a new microfinance system.
During the presentation, officials provided information on the 2024 Programme for Job Creation and Employment Promotion.
The Head of State approved this programme and gave additional instructions for its implementation.
It was noted that 2.4 million people have become self-employed in recent years, so it is now necessary to assist them in expanding their activities and gradually becoming small businesses and finding markets. This will be facilitated by the implementation of the "My Business" platform and the "First Step to Business" bank cards.
The need to create infrastructure on land not included in the economic cycle and to support project promoters was highlighted. It was decided to implement the "100 thousand dekhkan exporters" programme on the basis of the "aggregator" system; 15 thousand hectares of land will be auctioned off this year.
The importance of vocational training for people without work experience and the provision of tax incentives for companies employing people from the social register was also noted.
The Ministry of Economy and Finance has been instructed to identify additional reserves and employment opportunities.
Proposals to reduce mandatory requirements in the area of entrepreneurship and to simplify the licensing procedure were also discussed.
As you know, this year has been declared the "Year of Support for Youth and Business" in our country. It is planned to create even more favourable conditions for doing business.
It should be noted that there are still cases when entrepreneurs are asked for additional information that is already available in the relevant information systems. As a result, 34 types of certificates and reports have been cancelled since this year. Thanks to this, more than 21 thousand entrepreneurs will be able to save 500 million Uzbek soums annually.
In general, there is no unified list of reports submitted by entrepreneurs. In this regard, the Head of State has ordered the introduction of a unified system of reporting.
In order to reduce the burden on entrepreneurs, it is also planned to abolish 16 types of licences and permits.
The task of informing entrepreneurs about innovations in the field, constantly analyzing their proposals and continuing to work on the improvement of statistical reporting has been set.
