On December 20, President Shavkat Mirziyoyev visited the Ministry of Digital Technologies.
There was a presentation at the Digital Management Centre on the work carried out in accordance with the "Uzbekistan-2030" strategy, which aims to transform our country into a regional IT hub. This depends on several factors, such as the digitalization of government administration and industry, the improvement of communications infrastructure and the development of IT education.
Significant changes have taken place in these areas in recent years. As a result of the creation of favourable conditions and incentives for IT companies, the number of such companies and employment opportunities has increased and the export of services has grown. In particular, the number of IT companies in the country has increased from 147 in 2017 to 1600 today. The number of jobs has also increased tenfold in a short period of time, exceeding 24,000. The sector's exports, which amounted to US$600 thousand in 2017, are expected to exceed US$300 million by the end of this year.
Currently, more than 8 million citizens use 570 types of online services through the single portal my.gov.uz.
There are 28 million documents circulating in government agencies through the unified executive discipline system, ijro.gov.uz.
The President noted that this system has fundamentally changed the responsibility and approach of managers to their work, and gave instructions to expand integration and improve the quality of document circulation, strengthening it through control over executive discipline.
In 2022, Uzbekistan rose by 18 positions and took 69th place in the UN e-government ranking. Annual activities have been developed to enter the top 30 of this ranking by 2030.
The "Uzbekistan-2030" strategy also sets the goal of increasing the export volume of IT services and software products to US$5 billion. In order to achieve this, a number of measures are planned, including the development of IT infrastructure and venture markets in the regions, the promotion of exports by domestic companies on the basis of the "local to global" principle, and the opening of offices for international companies in our country. Proposals to avoid double taxation, the implementation of English law in the IT park, the extension of tax incentives for residents until 2040 and the overall creation of favourable conditions for the development of the industry for the next 100 years were discussed.
The Head of State gave instructions to promote a unified image of our country, combining information technology, tourism and investment potential.
The presentation also included information on the development of specialized training. Over the past 3 years, the number of IT training centres has increased to over 300. The number of young people who have received training and certificates under the "One Million Coders" project has reached 1.2 million. Since last year, up to 50% of the training costs for obtaining international IT certificates have been reimbursed. 215 thousand young people have completed international online courses and obtained certificates.
As a continuation of this work, a system of annual selection, training and preparation for the international labour market for 5,000 talented young people will be implemented starting next year. Training will begin in the Khorezm region as part of the "Successors of Al-Khorazmi" project. In total, it is planned to train and employ 300 thousand young people on the basis of programmes that meet international corporate standards.
At the same event, officials reported on the programme to monitor the use of reservoirs and subsoil based on satellite geospatial data.
The President was briefed on the conditions created at the office of the Ministry's single integrator, Uzinfocom, and held talks with specialists.
“You are our most reliable support in the current reforms. In the future, the need for professionals like you will only increase. The country will not develop if each sector and region does not keep pace with digital technologies, said Shavkat Mirziyoyev.
Information was presented on projects related to biometric identification based on artificial intelligence, digitalization of the healthcare sector and implementation of electricity billing systems. The head of state emphasized the need to increase digital activities in social sectors, especially in the field of healthcare.
The President was informed about the IT Village complex built in Nurabad district of Samarkand region. This complex aims to involve students from grades 1 to 9 in the field of information technology and provide them with basic IT training.
The President instructed the establishment of similar complexes in all regions.
