President Shavkat Mirziyoyev held a meeting in Tashkent on development of power and transport infrastructure, landscaping of makhallas and enhancing employment of population.
The responsible officials and public representatives participated at the meeting.
The first issue on the agenda was energy. The use of renewable sources for expanding the energy potential was underscored. The opportunity to install solar panels in Tashkent with a total capacity of at least 2,000 megawatts was stressed.
In particular, the solar panels can be installed on the roofs of apartment buildings, social and non-residential facilities, industrial zones, parking lots and large water facilities. These measures, according to estimates, could create energy sources of 1,8 billion kilowatt-hours, which is 4 times more than the estimated need of 240 million kilowatt-hours of electricity for 2023.
The President underscored the necessity to break the state monopoly in power generation and create a competitive environment. In particular, the state will purchase electricity from entrepreneurs who have installed solar panels. As of the next year, they will have an opportunity of selling it to other customers as well. The individuals who have installed panels in their homes will have the opportunity to sell excess electricity at a price of one thousand Uzbek soums per kilowatt.
The measures to install solar panels in industrial zones and large enterprises, which will produce 400 million kilowatt-hours, as well as to build a 500-megawatt solar power plant in Yukorichirchik District have been defined. The solar panels also will be installed on the roofs of social facilities and government institutions. The instructions were given to reduce electricity losses at industrial enterprises, to renew the heating mains and internal heating systems in 1,817 apartment buildings.
In general, $1 billion will be allocated for introducing the renewable energy sources in the city.
At the meeting, the issues of ensuring the population employment of the capital in 2023 were discussed as well.
It was emphasized that in order to achieve ambitious plans for job creation, it is necessary to put the emphasis on entrepreneurs and support them.
In particular, this year 20 trillion Uzbek soums of loans will be allocated for development of service sphere in Tashkent.
The preferential loans of 300 billion Uzbek soums will be allocated for family entrepreneurship.
In addition, 1,4 trillion Uzbek soums will be allocated for improvement of social and production infrastructure in makhallas of the capital, as well as 573 billion Uzbek soums are planned to be allocated for projects under the «Initiative Budget».
The President also spoke about improving makhallas, repairing roads and water supply facilities. A decision has been made to allocate 584 billion Uzbek soums of additional budgetary funds - 1 billion Uzbek soums for each of 584 makhallas of the city.
At the meeting, a particular attention was paid to the sphere of public transport. It was noted that in order to expand passenger services, a thousand extra buses will be delivered by April 1, additional lanes for buses will be put in 25 streets, the traffic lights will be regulated depending on the flow of passengers, and the parking lots as well as parking meters will be established.
The President criticized the fact that while issuing building permits, the accurate calculation of the load on the existing infrastructure is not carried out, and the work on green zones is carried out apart from the construction plans. In this regard, it was noted that there will be a moratorium on new construction until the general plan of the city is approved.
The task was set to bring the level of green areas in Tashkent to 28% in 2023. For this purpose, a new park on an area of 100 hectares will be created and the «Green Belt of Tashkent» project will begin.
The status of waste management in the capital was identified unsatisfactory. The task to reform the activities of SUE «Makhsustrans» and to increase the level of waste processing to 50% was set.
At the end of the meeting, the reports of the capital’s leadership and district khokims were presented.
