On August 26, the extraordinary thirty-fourth session of the Joqargy Kenes of the Republic of Karakalpakstan was held in the city of Nukus.
The Deputy Chairman of the Joqargy Kenes Atabek Davletov opened the meeting. The session secretariat was elected and the meeting agenda was approved. The agenda comprised the two organizational issues.
The Chairman of the Joqargy Kenes of the Republic of Karakalpakstan Murat Kamalov has submitted an application for early termination of his powers due to health problems.
This issue was brought to the vote, in accordance with Article 83 of the Constitution of the Republic of Karakalpakstan, the decision was made to early terminate the powers of the Chairman of the Joqargy Kenes Murat Kamalov and dismiss him from his office.
The issue of electing the Chairman of the Joqargy Kenes of the Republic of Karakalpakstan was also discussed at the meeting. According to the legislation of the Republic of Karakalpakstan, a candidate for this position is recommended by the Council of Elders, consisting of deputies. In this regard, a Council of Elders was formed.
Having been consulted, the members of the council recommended the candidacy of Orynbaev Amanbay Tleubayevich for the post of Chairman of the Joqargy Kenes of the Republic of Karakalpakstan.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev attended the session.
In his speech, the President has noted that he as the Leader of the country visited Karakalpakstan more than other regions, that is, 9 times, during which he often exchanged views with elders, entrepreneurs and youth.
During this period, 31 Decrees and Resolutions aimed at the comprehensive development of Karakalpakstan, were adopted. The number of business entities has doubled, about 4,5 thousand investment projects have been launched in the region.
In Karakalpakstan, the supply of potable water has increased from 40 to 68%, the coverage of preschool education – from 32 to 76%, per capita income has doubled. During the period of 2017-2021, 26 thousand 400 housing units were built.
«However, despite all the efforts and huge funds allocated to Karakalpakstan, there are still critical problems in such issues as potable water, internal roads, electricity, unemployment, prices», the President has noted.
The President proposed to listen to the candidate’s vision regarding the development of the region before considering the candidacy.
The candidate outlined the proposals for developing the entrepreneurship, the agricultural sector and infrastructure of Karakalpakstan, as well as increasing the number of industrial projects, social protection of the population, education and youth support.
The President approved these plans and instructed to reduce the tax rates on income, turnover, property and land tax to two times in Karakalpakstan to implement them.
The instructions were given to reduce the acreage for cotton and grain with the allocation of two hectares of land to each family, to establish an industrial technopark in Nukus and business areas in regions, construction of roads, improvement of electricity, gas and water supply.
President Shavkat Mirziyoyev agreed to the candidacy of Amanbay Orynbayev taking into account his leadership skills, patriotism and personal qualities.
«Your only task is to satisfy the people. It is necessary to visit every district, village and aul, to create the decent conditions for the population», the President said.
The Deputies of Joqargy Kenes and members of the public spoke in support of the candidate.
An Accounting Commission was formed. By secret ballot, Amanbay Orynbayev was unanimously elected as the Chairman of the Joqargy Kenes of the Republic of Karakalpakstan.
«Having shown high confidence, with great hopes for the future, we have elected a new Chairman», the President said. «Now, justice, loyalty, responsibility, order and discipline should be the basis of his activities. Our people are generous. The Motherland is united! Only by uniting we will definitely reach the high milestones».
The session of the Joqargy Kenes of the Republic of Karakalpakstan has come to an end.
