The Effectiveness of Reforms in the Regions Analyzed

On July 11, President Shavkat Mirziyoyev chaired a meeting to analyze the effectiveness of socio-economic reforms in the regions.

There is no sphere or industry in the country that has not been covered by a reform program. In particular, more than 400 Decrees and Resolutions have been adopted for the development of all regions, spheres and industries over the past 3 years.

The President demands to make people feel the changes in their daily lives. Accordingly, the effect of reforms on the life of the population is being assessed.

One of these studies has been carried on in the Samarkand Region recently. Most of the respondents have highly appreciated the activity of khokims’ (governors’) assistants, changes in education, healthcare, the Internet access and public transport.

Moreover, they openly indicate the problems on the ground and areas in which the transformations are moving slowly. In particular, there are shortcomings in such issues as the efficient use of land and water, electricity, gas and potable water supply, allocation of land plots. For example, the people’s reception offices of Samarkand received more than 15 thousand appeals related to the electricity provision, liquefied gas and coal to the population and enterprises.

The effectiveness of reforms in districts and cities, current issues and proposals raised by the population and entrepreneurs were comprehensively analyzed at the meeting.

In particular, the need was noted for continuing the administrative reforms, optimizing the number of civil servants, as well as properly allocating the local budgets. The long-term guarantees of land rights, reduction of government intervention and improvement of financial services in agriculture are required. The systems of energy supply, cadastre, roads and public utilities are being improved.

The President has noted the need to bring all reforms to the grassroots level, having focused them primarily on improving the welfare of the population.

Having stated that the problems identified in Samarkand Region are typical for other regions, the President had instructed the government to take measures to study and resolve them by visiting the places.
