On June 1, President Shavkat Mirziyoyev held a discussion on the implementation of the objectives and further plans in the field of healthcare.
As it is known, on March 18 this year, the President held an open dialogue with medical personnel. Proceeding from the problems and proposals discussed during that meeting, a number of tasks were defined for introduction of modern methods of treatment, further bringing medical care closer to people, increasing the salaries of employees of the area of medical care.
Since the beginning of the year, 85 family doctor’s offices and polyclinics have been opened at the local level, which has improved access to medical services for over 700 thousand people. Additional types of high-tech operations were introduced in the regions: 27 in surgery, seven in endocrinology and 14 in cardiology.
In recent months, more than 25 thousand socially vulnerable citizens received medical care at the expense of the State Medical Insurance Fund. In Karakalpakstan, Jizzakh, Kashkadarya, Namangan, Surkhandarya and Fergana regions, 87 thousand people received the addressed medical check-ups. From this day, the monthly salaries of medical workers have been increased by 30%.
Along with the work in progress, the upcoming tasks were discussed at the meeting.
Based on the principle «In the name of human honor and dignity» we have adopted many decrees and resolutions in recent years, said the President. We have taken measures to raise medical workers’ salaries despite global problems. The system must work everywhere, including the most remote villages. It is necessary to take care of the health of every citizen.
The responsible officials reported on the improvement of management and material and technical facilities of the field, modification of treatment protocols, expansion of medical insurance system, and development of medical education.
A special attention is paid to the primary link and the tasks on opening 51 more family doctor’s offices and polyclinics by the end of this year, creation of medical points at thousand makhallas (the local neighborhood community area), the targeted screening of population were set. The progress of work to improve the quality of emergency medical care was reviewed.
It was instructed to increase the number of types of high-tech operations in regional hospitals up to 250 with the qualification improvement of their medical staff, to fully implement a new system of preferential treatment.
The President has specifically addressed the issue of digitalization of the sector. According to the instructions given before, the relevant infrastructure of medical institutions is being updated. The hospitals in the regions are provided with computers and a local network. A joint classification, registry and data exchange program are being developed in accordance with international standards.
At the meeting the importance of stage-by-stage digitization and integration of all parts of health, modern equipment of establishments, increase of volume and expansion of nomenclature of paid services were emphasized.
On April 25 this year, the President of Uzbekistan signed a Decree «On strengthening maternal and child protection in 2022-2026 years». According to the document, children’s intensive care units were organized at 191 district and city central hospitals, and children’s departments were organized at 208 multidisciplinary polyclinics and 71 family polyclinics in Tashkent.
The President has pointed to the need for opening similar departments in other regions, as well as developing the activity of obstetrics and gynecology, reproductive health and screening centers.
He also gave instructions regarding the transformation of the sanitary-epidemiological system, updating sanitary rules, standards and prevention of infectious diseases.
Each Deputy Minister of Health has been instructed to develop the «roadmaps» in the supervised areas.
