On April 27, President Shavkat Mirziyoyev held a meeting on the implementation of projects and improving the quality of education in the agriculture.
The agricultural sector in our country is an important source of food products, jobs and income. Over the past five years, 2.5 billion foreign loans have been attracted to the area. To date, $1.7 billion have been disbursed, owing to which about 4,000 projects have been implemented. In particular, the modern greenhouses, intensive orchards, seedling harvesting facilities and refrigerated warehouses have been created.
At the meeting, the measures were discussed to effectively channel funds raised from international financial institutions and accelerate the implementation of projects.
Today, 580 new projects for $400 million have been developed. However, their implementation is delayed due to short terms of loans or lack of specialists.
In this regard, the Ministry of Agriculture shall be entitled to launch projects on its own and sell them on a leasing basis.
In particular, this year it is planned to plant about 2,000 hectares of intensive orchards and vineyards in 6 regions, establish 17 small agricultural and logistic centers with a total capacity of 115,000 tons. They will be sold to entrepreneurs in a finished form based on leasing.
The President gave instructions on the development of industry services, online monitoring of crops and water consumption.
It was noted that this year in Andijan, Namangan, Ferghana, Jizzakh, Samarkand and Khorezm regions, the agricultural service centers shall be established, providing more than 100 services. The centers shall have modern laboratories with foreign specialists. Here, the management of funds allocated to projects shall be established, as well as electronic record of land and crops, monitoring of irrigation and productivity.
The Ministry of Agriculture was instructed to develop the «road maps» in the context of regions and organize their implementation on the ground.
The meeting has also touched upon the quality of education in the sphere of agriculture.
In the 2022-2023 academic year, it is scheduled to organize the activities of the International University of Agriculture. The President has emphasized the need to attract foreign teachers and improve the skills of local teachers.
The loans and grants amounting to $17 million have been attracted to the Tashkent State Agrarian University. Thanks to this, the university laboratory shall be equipped with 129 types of modern tools and the new test plots shall be created in 20 directions, such as horticulture, vegetable growing, animal breeding, mechanization and food industry involving the foreign specialists.
The President has also highlighted the importance of training the mid-level specialists for the industry. To achieve this, it is necessary to ensure the interaction of colleges and technical schools with industry higher educational establishments. The responsible ministries were instructed to revise the curricula, manuals and practice system of these educational institutions in accordance with the requirements of industry enterprises.
