On April 22, President Shavkat Mirziyoyev took part in an extraordinary session of the Kashkadarya Regional Kengash (Council).
In recent years, the large-scale work has been carried out in the region. On December 25 last year, the “Uzbekistan GTL” plant for the production of synthetic fuel was launched in the Guzar District. A project has been launched to expand the Shurtan Gas Chemical Complex.
As a part of the state programs, more than 1.5 trillion Uzbek soums have been allocated to Kashkadarya this year. 2.8 thousand kilometers of engineering and communication networks and 160 social facilities are being built and reconstructed.
In his speech, the President has focused on the upcoming tasks and problems to be addressed.
Thus, only 43% of the region’s population has a centralized access to a potable water. This problem is especially acute in the Koson, Dekhqanabad, Guzar and Kamashu districts. There are also problems in the areas of gas and electricity supply, internal roads, transport, agriculture, and the banking and credit sectors.
One hundred and eight medical institutions, 172 schools and 144 kindergartens of the region need to be repaired. In many kindergartens and schools, the heating system is faulty. Nineteen schools are overloaded.
In this regard, it was determined that this year an additional 360 billion Uzbek soums will be allocated from the republican budget to improve the social sphere and infrastructure in Kashkadarya. In addition, it is envisioned to send $100 million of concessional loans from international financial institutions.
It was noted that today 350 thousand people in the region need work. It is important to attract them to entrepreneurship, handicrafts and home work based on the new «makhallabay» (meaningfully, each community residential area – one by one) system.
Although the region has a huge industrial potential, the share of industry in the gross regional product is only 18%.
In this regard, a program for 2022-2023 has been formed, which consists of 270 industrial projects for 14.7 trillion Uzbek soums.
Major projects have already been launched such as increasing the capacity of the Talimarjan Thermal Power Plant, the construction of a solar power plant in Guzar, the launch of a cluster of building materials in Dekhqanabad and Kamashi, and a cement plant in Kitab District.
The recently issued presidential decree provides for the allocation of $45 million to finance business projects in Kashkadarya.
It is indicated that 524 projects for 7.4 trillion Uzbek soums can be implemented in the agriculture with the creation of 286 thousand jobs.
In particular, more than 40 thousand hectares of land will be reclaimed. It is envisaged to create pomegranate gardens at 20 thousand hectares of land. To provide water to Yakkabag, Chirakchi, Kamashi, Shakhrisabz and Kitab districts, a flood reservoir «Ayokchisoy» will be built. The projects on harvesting fruit and vegetable products on household lands, animal husbandry and ferula cultivation shall receive support.
A special attention at the meeting was paid to the development of social infrastructure and improvement of living conditions of the population.
This year, 143 multi-storey buildings for 5,000 apartments shall be commissioned in Kashkadarya.
The plans include the construction of 1,823 kilometers of potable water supply networks and 1,570 kilometers of internal roads, the restoration of gas supply at homes of more than 9 thousand people.
As a part of the programs «Obod Qishloq» (‘A Prosperous village’) and «Obod Makhalla» (‘A Prosperous local community area’), the layout of 30 settlements shall be improved this year.
The instructions are given for the construction of preschool educational institutions and schools, medical centers, and meaningful organization of the youth leisure.
