Dear compatriots!
First of all, I sincerely congratulate you, our dear ones, who have devoted their lives to the great and noble endeavor of defending our Homeland, on the 30th anniversary of the establishment of the Armed Forces of the Republic of Uzbekistan and the Day of Defenders of Homeland.
In these memorable moments, we deeply understand the dignity and importance of our people’s high qualities, such as valor and devotion to our Motherland, perseverance. They occupy an increasingly solid place in our lives, and we honor such noble professionals as you, who prove it in practice.
In the meantime, we pay tribute to the blessed and imperishable memory of our selfless servicemen, who have valiantly lost their lives in the line of duty.
Dear friends!
The Uzbek army has come a long way since the Independence.
All of us know and appreciate that in the most challenging years of the formation of our young state, our Armed Forces have served as a reliable guarantee of the independence of our country, the peaceful life and well-being of our people, as well as the successful implementation of democratic reforms.
Thanks to the comprehensive reforms, we have undertaken in recent years, in a historically short period of time we have succeeded in creating a fast and compact national army capable of reliably defending the sovereignty and territorial integrity of the Republic of Uzbekistan and the inviolability of our borders.
It is noteworthy in such a great historical process, relying on the rich military heritage of our people, such great commanders as Jaloliddin Manguberdi, Sakhibkiran Amir Temur and Zakhriddin Muhammad Bobur, who duly continued the military traditions of our ancestors, physically and spiritually mature, well-versed in modern knowledge, weapons and equipment. It is highly commendable that our troops, who are ready to overcome any trials and tribulations for the benefit of the people, are always actively involved.
In this regard, our brave and courageous, patriotic soldiers, who are always faithful to their sacred oath, who are steadfastly defend the nation, are the true heroes of Uzbekistan, our golden military fund.
Our people are justifiably proud of such brave and courageous sons and daughters of our Motherland – they are real guardians.
Dear compatriots!
In recent years, a considerable work has been carried out on the basis of the noble principle «The people and the army are one soul».
At present, our citizens feel the practical comprehensive support and assistance of the army in all fields of life. Especially in a pandemic, which is a period of challenges and emergency response, this unity is even more demonstrated in the preservation and protection of peace and tranquility, a priceless and incomparable treasure for us.
You are well aware that the noble principle of «Human dignity» is central to the radical reforms being carried out in our society, including in the Armed Forces.
On this basis, our work is seeing a new elevated level of well-deserved merit to the Motherland and the people of all military personnel of the national army, respected veterans, their material and moral stimulation, protection in addressing the daily problems, social protection of their families and children.
Undoubtedly, such large-scale changes in all spheres of life serve to increase the prestige of military service in our country, the unity of the army and the people, a sense of pride in our young people in our army and respect for the glorious profession as a defender of the Homeland.
Dear compatriots!
Today’s era of globalization and fierce competition, armed conflicts and confrontations, threats and dangers in various parts of the world, including our region, pose urgent challenges.
In such a highly responsible situation, the role and importance of our Armed Forces, security and law enforcement agencies in guaranteeing and protecting peace and tranquility, constitutional rights and freedoms of citizens in our country is increasing.
With this in mind, further strengthening the defense potential of our country and increasing the strength of our Armed Forces was identified as one of the priorities of the Development Strategy of the New Uzbekistan.
In carrying out the tasks set out in the Strategy, the commanding officers of our Armed Forces must work together with the local authorities and our people.
The improvement of the professional-oriented training of the military servicemen, especially of commanders, remains the most significant condition for the further development of the national army.
In this regard, it is important to ensure the high efficiency of the new system introduced at the Academy of Armed Forces focused on training officers of the General Staff of the Armed Forces and military districts, brigade commanders and their deputies.
In this respect, a special attention should be paid to the consistent implementation of reforms in the system of military education and science, as well as to draw closer to the theory and practice in the training of personnel for the military sphere.
In preparing a comprehensive program to provide enhanced support to our national army, equip them with modern weapons and military equipment, it is expedient to consider the specifics of military conflicts observed in various regions of the world at the present time, the priorities for further development of the army.
In this regard, the focus should be directed towards the purchase of the most necessary arms and equipment, their use and improvement in conjunction with new combat systems.
In an era of intense struggle in the global information space, the development and implementation of comprehensive measures on ensuring the information security at vital facilities is also prerequisite demand of the time.
We shall pursue our work to raise the morale and intellectual potential of the military servicemen, educate the population, especially the youth in the spirit of military patriotism, strengthen the social and legal protection of servicemen, their families, as well as veterans of our Armed Forces.

Emphasizing your selfless service on this solemn occasion, we once again proudly acknowledge that thanks to your active efforts, the Uzbek army is gradually developing, its combat capability is increasing, our defense power is strengthening and the peaceful life of our people is being ensured.
Taking this opportunity, I express my sincere gratitude to all of our brave sons, their parents and the family members for their effective services and commendable accomplishment of the noble and responsible duties along preserving as an apple of an eye our sacred soil.
Once again, I cordially congratulate all of you on the glorious 30th anniversary of establishment of the Armed Forces of Uzbekistan and the Day of Defenders of Homeland.
I wish you a sound health, family happiness, peace and prosperity.
