On November 15, a videoconferencing was held under the Chairmanship of President Shavkat Mirziyoyev on ensuring employment of the population and poverty reduction.
Today, all efforts in the economic policy of the state are aimed at creating sources of income for the population and poverty reduction. This is an extensive task that requires comprehensive measures to invest in economic and social infrastructure, including improving energy supply and developing education.
At the pre-election meetings of Shavkat Mirziyoyev, the regional programs were outlined taking into account the demands and needs of the local population on the ground. In 2022, it is planned to allocate 75 trillion soums for their implementation. Now the task is to cover all makhallas (the local neighborhood community areas) with these programs.
The future work in this direction was discussed at the meeting.
In particular, next year it is envisioned to allocate 13 trillion soums for family business support programs, vocational training for the unemployed and youth, and implementation of projects in the service sector.
«Building a new Uzbekistan means working in a new way. First of all, khokims (governors and mayors) must change. If all the efforts made, the allocated funds do not affect the life of the makhalla, then there will be no result. When using these funds, the main criteria should be the creation of jobs and the poverty reduction», - the President has said.
Agriculture is one of the most important sectors for job creation. Next year it is envisaged to provide the population with 80,000 hectares of land freed up due to the reduction of cotton and grain areas. It is planned to allocate 2 trillion soums for fruit and vegetable clusters, $100 million - for the implementation of projects in fruit and vegetable growing, and the same amount for the home garden projects. The banks will provide preferential loans at a rate of 7% for farming on household plots of the population.
Next year, in the framework of the state investment program, it is envisioned to implement about 1,7 thousand projects for more than 18 trillion soums, and under an umbrella of sectoral and regional investment programs - 9 thousand projects for 22 billion dollars. As a result, it is planned to create 135,000 and 305,000 jobs, respectively.
From now on, the President has stressed, the investment programs should be formed not in the ministry, but by the assistants of khokims themselves on the basis of the makhallabay (‘for each makhalla’) principle.
Next year, it is set to implement 109 projects involving $2,2 billion from international financial institutions. As a result, 28,000 people will be employed.
The President has stressed the importance of linking funds attracted from international financial organizations to makhallas.
The meeting has also considered measures for the effective organization of the activities of assistant khokims.
