I sincerely, from the bottom of my heart, congratulate you on your wonderful professional holiday - the Day of Medical Workers.
One of the founders of the world medical science, the great healer Abu Ali Ibn Sino said that curing people is the highest manifestation of kindness and nobility.
Our people see in your person the representatives of an honorable profession, who have dedicated their lives to a very important and responsible cause of protecting people’s health, and appreciate your hard work, in which you put all your knowledge and experience, talent and skill.
Truly, a human health is an invaluable wealth of society and doctors are its selfless defenders.
Dear friends!
The healthcare system of the country occupies an important place in ensuring the rights and legitimate interests of a person, respect for his dignity. In this regard, I want to reiterate once again that only by strengthening peace in the country and ensuring the health of the people, we will be able to achieve the set milestones.
It is within this perspective that extensive work is being carried out to radically reform the healthcare system and develop it at a qualitatively new level.
It should be pointed out that over the past five years, over 200 acts of legislation have been adopted in the field, in particular, the Concept for the Development of the Healthcare System for 2019-2025.
Every year the volume of healthcare financing increases. This is confirmed by the fact that this year alone, over 18 trillion soums were channeled to the sphere, which is 4 times more than in 2016.
A three-level national healthcare model has been formed and is effectively operating in the country, which includes systems of primary healthcare, emergency medical care and specialized medical services. Most importantly, a qualified medical care is becoming more accessible to the general population, including those in remote areas.
The quality of services is improving, the new modern trends, methods of treatment and diagnostics, unique scientific and practical experiences are being formed. To give just one example, more than 700 complex kidney, liver and stem cell transplants have been successfully performed in the country in a short time.
The work on the protection of motherhood and childhood is expanding. In particular, the establishment of a system of continuous monitoring of the health status of pregnant women is now becoming one of the key factors in a significant reduction in maternal and infant mortality.
Over the past period, a patronage service has been organized on a completely new basis. The household rounds conducted by nurses, monitoring the health of each resident of the makhallas (the local neighborhood community areas) play an important role in preventing diseases and improving the medical culture of the population.
Along with state medical institutions, the number of private clinics operating at 129 areas of medicine is growing, which contributes to the formation of healthy competition in the field and gives the population an opportunity to choose.
Dear compatriots!
It is well-known that the coronavirus pandemic has become a serious test, as for the whole world, for our country, especially the healthcare system. On this significant day, we once again express our deep gratitude to all medical workers who, in such a hard and difficult time, were the first to come to the rescue and, putting their lives at risk, being in the very focus of a viral infection, courageously fought this dangerous disease.
It is thanks to your efforts that the advanced methods and means of combating the pandemic have been developed and are being put into practice. Currently, the population is successfully vaccinated against coronavirus.
The focus of our attention is always a worthy stimulation of the selfless work of medical workers. The measures aimed at improving the working and living conditions of doctors, providing them with housing and increasing material interest serve as a confirmation for the aforesaid. Since 2019, about 550 employees of the sphere have been awarded the honorary titles, orders and medals. In accordance with the decree signed yesterday, state honors shall be presented to 82 more medical workers.
I would like to take this opportunity to sincerely congratulate them all on such a worthy recognition.
Dear workers of the sphere!
The protection and strengthening of the health of the people shall continue to be our main task. In the future, we intend to double the amount of funds allocated for the development of the sphere, including increasing the salary of doctors of the highest category to $1,000 equivalent in the next five years, which indicates the scale of our plans in this direction.
Our task is to turn national healthcare into a highly effective system that contributes to a quality improvement in the health of the population.
A particular attention will be paid to medical prevention carried out by primary healthcare, increasing the role of family doctors. In particular, the effective measures will be taken for the early detection of diseases that are most common among the population and are the main cause of a premature death, targeted screening activities, free provision of special preventive drugs and promotion of a healthy lifestyle and widespread introduction of the information technology into the sphere.
Dear compatriots!
We are fully cognizant that only a healthy people, a healthy nation is able to achieve the set great goal - the construction of a New Uzbekistan.
I am convinced that the healthcare workers of our country will continue to direct all their efforts, knowledge and experience to achieve such high goals.
