On June 8, under the chairmanship of the President Shavkat Mirziyoyev a videoconference was held on ensuring the employment of the population through the development of agriculture and entrepreneurship, as well as increasing the food production.
This year, the employment program provides for the creation of 457 thousand permanent jobs. The agriculture, entrepreneurship, trade and services are identified as the main sources of achieving this goal.
Thus, 150 thousand jobs can be created by organizing the trade and services along the main roads, creating special streets in cities and regional centers.
Another big reserve for job creation is the efficient use of land. In January this year, an experiment was launched to allocate sowing land to young people, its results were recognized as satisfactory. On the basis of the experiment that began in Surkhandarya, a procedure will be introduced to provide the unemployed population with agricultural land for 10 years for dekhkan (peasant) farming.
For this, starting this year, almost 100 thousand hectares of land released from grain crops will be provided to the unemployed to create dekhkan farms. After the cotton harvest, an additional 100,000 hectares of land will be also be released for these purposes.
«Providing land to young people was an experiment. Now we are moving to a large system. We transfer the land to the real owners – the people. Khokims (governors), sector leaders need to determine which land plots for cotton and grain will be reduced and give them to the unemployed. Along with this, the justice should be upheld. This will provide jobs and earnings for hundreds of thousands of people», - said Shavkat Mirziyoyev.
The responsible executives were instructed to supply the seeds and seedlings to the people who received land, to finance the purchase of harvested products.
It is no secret that the issue of land allocation was the most opaque and most prone to corruption process. Therefore, today, on June 8, the President signed a decree «On measures to ensure the equality and transparency in land relations, reliable protection of land rights and turning it into a market asset».
From now on, the practice of direct provision and a grant of land for entrepreneurship will be eliminated entirely, and land will be sold as a property or leased out on the same and transparent terms for everyone – through an electronic auction sale. All powers of khokims of districts and cities related to the allocation and return of land have been abolished.
At the meeting, the President touched upon the significance of this document and gave instructions on organizing its implementation in the field, ensuring justice and legality.
Another issue related to the well-being of the population is the stability of food prices.
«Lowering the prices does not mean forcing entrepreneurs and livestock breeders to sell their products at low cost. First of all, it is necessary to increase the supply on the market», - the President said.
A special attention should be paid to the areas that show the high results in a short period of time, which was indicated to the responsible persons. One of these industries is poultry farming.
For example, to gain 1 kilogram of weight, poultry needs 1.7 kilograms of feed, and cattle needs 8 kilograms of feed. However, our country produces few poultry meat and eggs per capita.
In this regard, the meeting identified new mechanisms to support the poultry farming. Thus, the size of subsidies for the production of eggs will be tripled, for the procurement of poultry meat will be doubled. The producers of feed and poultry products will be reimbursed part of the loans received to replenish working capital and implement poultry projects in sum that exceeds the base rate of the Central Bank.
Part of the costs of projects for the establishment of modern complexes for cutting poultry will be compensated. The tax rates on profits, property, land and water for poultry enterprises will be reduced by 50%.
The state will allocate $50 million through «Mikrokreditbank» for the implementation of relevant projects.
The officials have been instructed to implement these benefits and help businesses reach the full capacity.
The importance of organizing mini-incubators and freezers in makhallas (the local community areas) on the basis of private partnerships and expanding poultry farming in households was emphasized.
The task was set to reorganize the activities of the research institute of livestock and poultry farming, to create bird breeds corresponding to local conditions. 10 billion Uzbek soums will be allocated to provide the institute with the necessary equipment and for the delivery of poultry for breeding.
The measures on increasing the meat production by launching more than a thousand projects in the livestock sector and 317 projects in the fish farming have been considered.
This year, taking into account the expected shortage of water, 200 billion Uzbek soums will be allocated for drilling wells. Due to these funds, it is possible to organize the cultivation of forage crops on not less than 10 thousand hectares of land.
At the meeting, the khokims have briefed on what measures will be taken to reduce the unemployment, increase food production and ensure the price stability.
