A meeting was held in Termez with the participation of deputies of the Surkhandarya Regional Kengash (Council), entrepreneurs and farmers, representatives of the elder generation, youth and the body of activists.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev outlined the priorities for the integrated development of the region, improving the life of the population according to the «makhallabay» (meaningfully, each community residential area – one by one) system.
«We have come to meet with you and solve problems. We have been preparing for this trip for a long time. There are no questions left depending on Tashkent. Now it is necessary to use the provided funds and the system wisely, to work in a targeted manner on the ground. No matter how hard I try, if you yourself do not act with full dedication, the welfare of the people will not increase. If you use the internal resources of Surkhandarya, there will be all conditions for solving the problems of concern to people. For this, the leaders of the sectors must show dedication, go «down» and work according to the «makhallabay» system», - said Shavkat Mirziyoyev.
The development of entrepreneurship and the provision of employment are identified as priority areas.
In order to stimulate the development of the Bandikhan, Kizirik, Muzrabot and Sherabad Districts, the President proposed to exempt the newly established enterprises from taxes on land, property, from the turnover of small enterprises and a fixed income tax from individual entrepreneurs for a period until January 1, 2024.
It was noted that 1,177 investment projects at the sum of 16 trillion 800 billion Uzbek soums will be implemented in the Surkhandarya Region in 2021-2022. As a result, it is planned to create 25 thousand new jobs.
«It is necessary to accelerate the development of such driving industries as the construction materials industry, light, leather, food, electrical, local industries and increase the number of new projects in the region», - the President said.
The proposals were made to compensate for a part of transportation costs and interest on a loan when exporting construction materials, providing benefits to local industrial enterprises that produce import-substituting household goods, when importing raw materials and semi-finished products.
The need to establish the clusters was emphasized, specializing the Boysun, Sariosiyo, Sherabad Districts for the production of construction materials, the Kizirik District for the light industry, the Oltinsoy District for the food industry, the Bandikhan and Muzrabot Districts for the local industry. In particular, an innovative industrial zone for the production of construction materials will be established in the Sariosiyo District.
In agriculture, it is planned to implement investment projects for 3 trillion 121 billion Uzbek soums. In particular, 950 billion Uzbek soums will be allocated to create greenhouses with an area of 1 thousand hectares of land. The olive plantations will be organized in Oltinsoy, Uzun, Bandikhan, Denov, Jarkurgan, Muzrabot, Termez and Sariosiyo Districts, and pomegranate orchards in Sherabad, Muzrabot and Kizirik.
The task has been set to create based on the example of Surkhandarya, an integral system for the effective use of household land, which will link owners, procurement enterprises, processors and exporters.
It was instructed to provide employment for 50 thousand people this year through community service, the establishment of cooperatives and homestead properties. It has been determined that 32 billion Uzbek soums will be allocated for these purposes from the Employment Promotion Fund and the Public Works Fund.
The President also touched upon the development of social infrastructure.
This year, 483 villages and makhallas (the local community areas) are being improved in the region within the framework of the «Obod Qishloq» (‘Prosperous village’) and «Obod Makhalla» (‘Prosperous Community’) programs. 1.6 trillion Uzbek soums have been allocated for these purposes.
It was noted that 1,230 kilometers of roads will be repaired and 1,000 kilometers of power lines will be laid.
The President has stressed the need in the next 2-3 years to completely address the problem of supplying potable water to 1.5 million residents of the region, for which it is necessary to develop a project for laying 400 kilometers of trunk networks from the «Tupalang» Reservoir.
The Ministry of Finance was instructed to allocate an additional 200 billion Uzbek soums for the development of social, communication and road infrastructure in the region in 2021.
At the meeting, an open dialogue with citizens took place along the town and regional videoconferencing studios.
