On May 10, President Shavkat Mirziyoyev got acquainted with the presentation on the effectiveness of reforms in the field of public services.
In accordance with the Presidential Decree, the Public Services Agency under the Ministry of Justice of the Republic of Uzbekistan was established. It began operating on the basis of a new concept on April 1, 2018. The Agency’s system was improving constantly, and the scope of services was expanding.
In particular, when at the initial stage the list of public services provided by the Agency consisted of 37 items, today their number has reached 157. Every day, citizens receive an average of 57 thousand services.
Since then, 117 normative legal acts have been developed to form the legal framework of the field. The provision of more than 70 public services has been simplified. The number of required documents has been reduced from 221 to 95, and the total period for providing services has been reduced from almost 500 to 271 days. All this creates big conveniences for the population.
145 new buildings of public service centers and 115 branches of the Agency were established in the regions. 60 million paper data in the archives of civil status acts have been fully digitized.
However, some problems are constraining the increase of scope and services speed. Thus, only 11% of services are provided electronically, as the required data set has not been digitalized. A total of 30 types of services are available in the mobile application of the Single Portal of Interactive Public Services. Only 11 of them are interactive. The electronic identification system and the electronic digital signature are not used widely.
These and other issues, as well as ways to solve them have been discussed during the presentation. The President has identified the priorities for further development of the field and improving the convenience and accessibility of services for the population.
Based on foreign expertise, the number of services will have to be increased 200 by the end of this year. It was instructed to conduct an inventory of all 716 public services, reduce the time, cost and simplify the conditions and requirements for their delivery.
«The delivery of services to the population by the government departments is one of the foundations for achieving people’s contentment. It is necessary to create conditions based on what services are demanded in the villages and makhallas (the local residential community areas). It is necessary to analyze which services can be made cheaper, which can be made free of charge, and on this basis to increase their convenience and accessibility», Shavkat Mirziyoyev has said.
The need to increase the degree of interdepartmental integration was emphasized. In this regard, 20% of the funds received from the delivery of public services should be directed to the development of the information technology system of organizations, as well as the digitalization of archival documents.
The measures have been identified to improve the work with electronic digital signatures, develop the mobile application of the Single Portal of Interactive Public Services and introduce the discounts for people with disabilities.
