On April 26, President Shavkat Mirziyoyev got acquainted with a presentation on improving the management system for apartment buildings.
Today in our country, there are 37402 apartment buildings with more than 1,300 million apartments: of these flats, 68% - are served by partnerships companies, 24% - are operated by management companies, and 8% - have no management companies.
There are 4,430 homeowners’ associations, of which only 1,350, or 30%, are working satisfactorily. The situation of the rest is assessed as moderate and tight. The research showed that the reasons for the problems are unprofitable tariffs for payments, non-transparency of settlements, obsolescence of engineering and communication networks. Many partnerships companies do not fulfill their duties and there is a lack of personnel. As a result, the homeowners distrust partnerships and management companies. The collection rate is low, resulting in large accounts receivable.
Taking into account the relevance of these issues and based on the study of foreign experience, the proposals have been prepared to improve the service system for multi-apartment housing.
The President has repeatedly drawn attention to this issue, which worries residents of multi-storey buildings and the responsible persons were tasked with improving the service systems.
In line with the said, with the participation of foreign experts, a study of problems in the spot, opinions of residents and representatives of partnerships companies was carried out. As a result, the proposals were developed to improve the multi-apartment housing system based on international experience.
In particular, it is planned to create funds for the repair of multi-apartment housing stock at the territorial departments of the Ministry of Housing and Communal Services. The funds will be established from the republican budget, local budgets and accumulated funds of owners in the proportion of 35, 35 and 30 percent, respectively.
To ensure transparency of settlements, it is planned to maintain an electronic register of management and partnerships companies, open personal accounts for each apartment building, clearly define the territory for servicing the house, improve the procedure for submitting reports to owners, and introduce a billing system.
Along with this, the need to introduce a norm was emphasized, according to which the new multi-storey buildings will be managed by a construction organization for two years after commissioning, the development of rules for the maintenance and technical operation of housing. The measures are planned to radically improve the training system for employees of management and partnerships companies.
The President gave instructions for the radical improvement of the sphere, the development of a modern service system. He has noted the need to think over the service issues at the stage of designing houses, as well as the rational maintenance of the housing stock and the adjacent territory.
The instructions were given on expanding the scale of home repairs, training qualified personnel for management and partnerships companies. The Ministry of Finance has been tasked with allocating the necessary funds for these measures.
