I sincerely congratulate you, all of our people on the Day of Workers of the Makhalla System, express my deep respect and my most sincere wishes to you.
It is symbolic that this holiday, celebrated for the first time in our country, takes place precisely on the days of Navruz – the time of renewal and good deeds.
Makhalla (the residential community area), preserving national customs and traditions for centuries, has always been and remains for our people a school of life, friendship and good neighborliness.
As you know, a makhalla is a unique social structure that serves as a bridge of trust between the people and the state, teaches every person to be a part of society, educates him in the spirit of tolerance.
Today, no one living in our country, regardless of his nationality, language, religion, can imagine his life outside the makhalla.
Considering the institution of the makhalla as the primary link in the state structure, over the past four years we have been implementing the large-scale reforms aimed at enhancing its place and role in public administration.
During this period, more than 50 legislative acts on the development of the sphere were adopted and a new system was introduced in each region based on the «Prosperous and safe makhalla» principle.
The Ministry for Support of Mahalla and Family was established to improve the systematic work carried out in the country with families, women, increase the social activity of veterans and assist to increase the prestige and influence of citizens’ gatherings in society.
The positions of deputy chairpersons of the citizens gathering responsible for law enforcement, family, women and spirituality, as well as landscaping, the use of household plots and entrepreneurship have been introduced. For the worker’s stimulation in the sphere, their wages were increased three-fold. A badge «Makhalla Iftikhori» (‘Makhalla’s Pride’) was established to encourage the activists of self-government bodies, representatives of the general public.
The logistics base of citizens gathering has been strengthened: in 1163 the new buildings of self-government bodies were built, in 3612 - the buildings were reconstructed and repaired. The «Mahalla Markazi» complexes have been erected in 110 districts and cities, libraries have been opened in the buildings of 4319 citizens gatherings.
Our people know well and highly appreciate the merits of the selfless workers of this system in strengthening the atmosphere of spirituality, interethnic friendship and harmony in society, educating young people in the spirit of love and devotion to Homeland, as well as the social protection of the population.
We note with appreciation a profound work carried out by makhalla activists during the pandemic. They became assistants to the state in establishing a constant dialogue with people, supporting the low-income families, showing kindness and care to those in need and providing employment for the population.
It is worthy of recognition that, in all, during this time, the makhalla activists provided practical assistance in the employment of about 700 thousand citizens and attracting more than 60 thousand people to entrepreneurship and handicrafts, assisting 754 thousand families with disabled people in the effective use of household plots.
In makhallas, more than 164 thousand houses of needy families have been repaired, housing has been built for almost 1,000 poor families, about 10 thousand kilometers of internal roads and 644 bridges have been repaired, 339 new bridges have been built, about 2 thousand kilometers of water pipelines have been laid, and 1,300 pumps have been installed using the hashar (voluntary public assistance) method. Certainly, there is your great contribution in all these good deeds.
It is noteworthy that to strengthen a healthy spiritual and moral environment in society last year, reconciliation was achieved of about 21 thousand married couples who were on the verge of divorce, the conflicts were eliminated in more than 16 thousand families and almost 5 thousand makhallas had no crime with the assistance of makhallas activists. In addition, the number of exemplary makhallas made up 1704.

Today, when tensions are growing all over the world, the role and importance of the makhalla in maintaining an atmosphere of mutual understanding and harmony, kindness and humanism, respect for national and universal values in society is growing even more.
Along with this, it is more urgent than ever to raise the efficiency of the system’s work and influence, its transformation into a truly people’s structure, where citizens can freely express their opinions, raise problems and find solutions, put forward proposals and initiatives.
We have a proverb «Makhalla is both a father and a mother to everyone». Therefore, today’s requirement is to further enhance the role of this structure in the harmonious spiritual and physical development of our children, strengthening young families, continuing good deeds started on the basis of the principle «Veteran is a mentor of youth».
The makhalla’s chairperson, as an active participant in reforms, must keep up to date, constantly improve his knowledge and skills, implement the ideas of «Prosperous makhalla», «Prosperous street», «Prosperous house», solve the social problems, help reduce unemployment and poverty, and turn the makhalla into a center of entrepreneurship.
We pay a primary attention to the implementation of reforms in the context of each makhalla, the active development of all villages and makhallas to ensure the well-being of the people.
The self-government bodies undoubtedly play an important role in targeted work with families in need, addressing the problems of compatriots enlisted in the «Iron book», «The women’s book» and «The youth book».
We primarily rely on the makhalla system, the huge potential of its activists in the implementation of the important principle «From a strong state to a strong civil society».
Henceforth, we will direct all our resources and capabilities to the inclusive development of the makhalla institution, strengthening its logistic base and social support for workers.
If a makhalla is modernized, the whole country will be renovated. If a makhalla changes, the whole society will change.
Dear makhalla system workers, dear veterans!
To justify the confidence of people, to be worthy of it is the greatest happiness in this world. And I wish each of us such happiness, such an honor.
