On 12 February, President Shavkat Mirziyoyev took part in an enlarged board meeting of the Ministry of Internal Affairs of the Republic of Uzbekistan.
The meeting considered in a critical matter the activity of the internal affairs agencies in the sphere of fight against crime, public security and prevention of offences.
- We have created all the conditions for the work of law enforcement agencies, provided them with the most modern equipment. They have the necessary authority, power and resources. However, the result is not as expected. There is no consistency in the activities of the agencies, they do not manage to properly establish vertical management. And our people are not satisfied with their work, - Shavkat Mirziyoyev said.
The need for proper organization of work was noted in order to ensure the order and discipline, respect for the laws, the tranquility of the population, but above all starting with the makhallas (local residential neighborhood area). As a result of the measures taken in this direction, not a single crime was recorded in more than 4.5 thousand makhallas last year. At the same time, the meeting indicated that many leaders do not work at the grassroots level, do not identify and solve problems in a timely manner, which is the reason why crime has increased in some makhallas.
Special attention is paid to preventing the crime on the scale of the makhalla, reducing the workload and improving the effectiveness of the work of prevention inspectors.
- Which khokim (governor) has received the prevention inspector and talked to him, asked about his work schedule, the conditions of his family? All the high principals give orders to the district police officer. He deals with everything at the same time, spends a lot of time and the main work stands aside. In reality, the biggest hard worker is the prevention inspector. If we create conditions for him, if he works, being satisfied with the state, many issues will be resolved, - the President said.
The task is to dramatically reduce paperwork and bureaucracy in all parts of the internal affairs system and digitalize the office work. It was noted that a separate position of the Deputy Minister of the Interior for Information Technology is being introduced for this purpose.
It was instructed to raise to a new stage the training of professional personnel for this sphere, to increase the knowledge of prevention inspectors and investigators.
- Internal affairs officers serve the people day and night, - the President said. - We clearly saw this in the context of the pandemic, in the days of the incidents in Bukhara and Sardoba. In general, they are constantly working around danger. All this should be taken into account when determining the amount of wages. Therefore, this year the salary of all employees of the internal Affairs will be increased by 30%, and the employees directly involved in ensuring public security, that is, those who serve in the makhalla, will be increased by 60%.
During the meeting, the heads of some structures were removed from office.
Regarding issues discussed at the meeting, reports of the Minister of Internal Affairs, heads of territorial departments of law enforcement, as well as the Chairman of the Joqargy Kenes (Supreme Council) of the Republic of Karakalpakstan and khokims of the regions have been received.
