On February 10, under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, video conference on effective organization of implementation the State Program «Year of Supporting Youth and Strengthening Public Health» took place.
As it is known, 2021 in our country has been declared the Year of Supporting Youth and Strengthening Public Health. The draft of the relevant program was submitted for public discussion, during which more than 2 thousand proposals and comments were received from the public, taking them into account project was developed and extended.
The improved state program, approved by the Decree of the President of the Republic of Uzbekistan dated February 3, contains 273 clauses. About 30 trillion Uzbek soums, more than $2.6 billion and €57 million will be allocated for the implementation of its activities.
The main goal of the state program is to provide comprehensive support to young people, promote a healthy lifestyle among the population, and improve the well-being of the people through the development of the economy.
- We have to implement this program in the context of the ongoing pandemic, in a situation of aggravation the global crisis. No matter how difficult it may be, we must provide job for 500 thousand young people and 200 thousand women and lift 300 thousand citizens out of poverty. If the system of work in the context of makhallas (local residential neighborhood areas) is properly established and if the state bodies carry out the tasks of program diligently, wisely and scientifically, it will be possible to make drastic changes, - Shavkat Mirziyoyev said.
It was outlined during the meeting that it is necessary to improve roads, water and electricity supplies, irrigation networks, and deliver reforms in the fields of medicine and education to the most remote villages in 33 districts that are lagging behind in development as well as 970 makhallas in fragile situations.
To achieve this, Deputy Prime Ministers, heads of ministries and departments, khokims (governors) and head of sectors are required to organize the implementation of program on the scale of districts and makhallas, use resources rationally, and work hard on the basis of order and discipline.
- There are many leaders, many responsible people, but there are no people who deal with the people’s concerns. All solutions are feasible. But the most important drawback is that there is no control, ministers, khokims do not give their best, - President said.
The tasks in the two priority areas of the state program - the economy and the social fields were considered at the video conference.
The program provides for 113 economic development activities. Priority is given to creating new workplaces.
Thus, those who want to start their own business will receive subsidies at the amount of up to 7 million Uzbek soums, and those who need social support will receive compensation for professional training costs at the amount of 1 million Uzbek soums.
The responsible persons were provided with instructions to approve and implement the procedure for allocating these funds as soon as possible. It is expected that this measure will provide employment to 20 thousand people by the end of the year.
As it is known, young people who want to engage in agriculture, began to receive allotments ranging from 10 acres to 1 hectare. The Head of State highlighted that the main criteria in this process should be justice and honesty and it is necessary to take into account public opinion.
The importance of effective distribution of 6 trillion Uzbek soums of credit funds allocated to support family businesses, increasing the entrepreneurial potential of makhallas based on their «growth points» was emphasized.
This year, it is planned to launch 226 large industrial and infrastructure facilities due to the development of investments worth $23 billion. President instructed the responsible persons to conduct constant monitoring of all processes, to ensure timely and high-quality implementation of projects.
In the Republic of Karakalpakstan and the regions, it is planned to improve and enhance the infrastructure of 22 major pilgrimage sites. In addition, the procedure for reimbursing air carriers at the amount of 25% of the air tickets cost, tour operator companies – 15% of air and rail tickets for domestic tours and 10% of the cost of hotel services will be introduced. This new mechanism will help to attract 1.7 million foreign and 7.5 million domestic tourists in 2021, as outlined during the meeting.
The state program also includes large-scale creative work. Thus, by the end of the year, it is planned to repair more than 10 thousand kilometers of internal and rural roads, update 15 thousand kilometers of power lines and 4 thousand transformers, provide clean drinking water to more than 700 human settlements. It is planned to construct 21 thousand buildings in cities and 8.8 thousand buildings in rural areas.
At the meeting, these measures were discussed in the context of the regions and the responsible persons were provided with additional instructions. It was noted that it is necessary to continue improving the system of public services, repair of multi-storey housing and elevators, reconstruct bridges and form their cadastre.
The procedure of taking into account the «growth points» in the development of «Obod Qishloq» and «Obod Makhalla» programs and submitting them to the Local Kengash (Council) of People’s Deputies has been defined.
The order was given to reclaim 320 thousand hectares of land this year, rationally place crops on them, reconstruct pumping stations and introduce water-saving technologies. In order to ensure food security, the task is to increase production of meat and dairy products, eggs and fish, and to launch 1.5 thousand new projects worth 6 trillion Uzbek soums this year.
In the state program, 93 clauses are aimed at social support, the development of medicine, education and other humanitarian spheres. The video conference highlighted the most important of them and identified measures for their implementation.
It was instructed to create a Children’s Support Fund and allocate 100 billion Uzbek soums from budget as well as to involve grants from international financial institutions. The necessity to provide housing for low-income graduates of Mercy Homes until 1st September of this year was emphasized.
Since June 1 of the current year, procedure for calculating the length of service for the period of work up to 2005 is being introduced when assigning retiree benefit on the basis of employment records book, without the necessity to provide supporting documents. As a result, by the end of the year, 100 thousand people will be able to receive the retiree benefit under the simplified procedure, and next year - another 200 thousand citizens.
The task was given to establish 22 kindergartens and 31 new schools financed from the budget this year, and to establish one school in each district with in-depth study of physics.
During the discussion of health issues, it was pointed out that it is necessary to start vaccination against coronavirus. The Ministry of Health was provide with instructions to determine the categories of the population that will be vaccinated primarily, to compile an electronic list of vaccinated people, to create more than 3 thousand vaccination points in family health centers and rural medical centers, as well as an additional 800 mobile teams.
Instructions are given for the renovation and equipping the cultural centers, museums and theatres.
- The main goal of the state program is not paperwork or reporting, but achieving practical results, achieving positive changes in people’s lives. For this purpose, every leader should and must show results in their work, - President said.
At the meeting, the Regional, District and City Councils of People’s Deputies were recommended to develop an action plan for implementation the state program on their territory, the Ministry of Justice pointed out the necessity to establish district-wide control over implementation of each clause of the program.
The Cabinet of Ministers will critically review implementation of the program on a monthly basis and promote full and timely implementation of tasks. Chambers of the Oliy Majlis (Parliament) will hear information on quarterly basis from the Prime Minister and members of government on implementation of the State Program and make proposals aimed at improving efficiency of ministries and departments.
During the video conference, the Prime Minister and his deputies, ministers and khokims (governors) reported on the upcoming work for implementation of the state program.
