On January 27, a video conference under the chairmanship of the President Shavkat Mirziyoyev was held to discuss measures for ensuring employment and informative leisure activities for youth.
One of the factors of ensuring the youth employment is training them in high-demanded professions. The fact of not considering the existing vacancies in finding a solution to the problem of unemployment has been criticized during the meeting.
In Tashkent, for instance, 26 thousand young people are unemployed. Nevertheless, there are 77 thousand job vacancies in the city, 45 thousand of which do not require higher education. The Head of State noted that such vacancies can be filled by training young people in professions and assigning them a qualification category.
In accordance with the Decree of the President of Uzbekistan «On additional measures to improve the system of involving the population in entrepreneurship and the development of entrepreneurship» of October 13, 2020, in the centers a training system is being introduced for assessing qualifications and issuing certificates for unemployed youth who do not have a diploma, but have practical skills.
In this regard, the Ministry of Employment and Labor Relations was instructed to set up qualification assessment centers in the «Ishga Markhamat» monocenters, as well as in a number of higher educational institutions and large-scale industries. It was noted that this year it will be possible to employ 30 thousand young men and women who have received a qualification certificate.
The instructions were given to allocate subsidies for the purchase of mini-technologies and equipment to young people who want to start their own business, to help the unemployed with insurance payments in obtaining a loan.
One of the most important resources in ensuring employment is the allocation of land for agriculture. However, out of 14 thousand young people who applied for obtaining land last year only 3 thousand received it.
The Deputy Prime Minister was instructed to introduce a procedure for allocating young people 1 hectare out of every 10 hectares of sown land for agriculture.
Also, the instructions were given for providing young people with the use of plots from the reserve lands with the construction of wells on them, the allocation of loans for lemon cultivation, rabbit breeding, poultry farming and beekeeping.
The issues of meaningful organization of leisure time for young people, creating the necessary conditions for the development of their abilities also were discussed during the meeting.
The goal is to increase the coverage of young people at Schools of Music and Art, cultural centers and museums to 30 percent through the construction and renovation of such institutions. 150 billion Uzbek soums will be allocated from the budget in this regard in 2021.
An instruction was given to organize standard school workshops in remote areas for acquainting young people with the rich cultural heritage of our ancestors, for developing domestic tourism among them.
This year, it is planned to bring the number of people involved in sports up to 25 percent, including young people – up to 20 percent on the basis of a broad adoption of a healthy lifestyle. For equipping kindergartens and schools with sports equipment 100 billion Uzbek soums have been allocated from the budget.
The relevant ministries have been instructed to organize 20 thousand sports clubs in schools, to assign sports federations and winners of international competitions to schools, to involve young people in professional sports.
Today young people are very interested in modern technologies. Last year, more than 10 thousand young people were trained in 5 branches of the IT park and training centers for digital technologies.
It was emphasized that in order to expand the scale of this work, it is important to open IT clubs in at least one school in each district, create 100 more digital technology training centers and train 20 thousand young people in programming and entrepreneurship in the field of information technology.
Special attention at the meeting was paid to the issues of social support for youth. It was underscored that today more than 500 thousand students are obtaining education in 129 universities, but they are not sufficiently provided with dormitories. The responsible persons were instructed to increase the number of dormitories.
The President proposed to implement the project «100 ideas for Uzbekistan» in order to identify talented youth, comprehensive support for their initiatives and aspirations. The project will create conditions for the implementation of the ideas of initiative youth in urban and rural areas in the spheres of economy, education, sports, healthcare and information technology.
Besides, it was proposed to increase the wages of employees of regional and district departments of the Youth Affairs Agency.
It was determined that from now on, the heads of sectors of regions, cities and districts shall inform the population through the local press and social networks about the problems and issues of youth. The entrepreneurs, organizers and leaders who are the most active in providing youth employment shall be encouraged.
At the meeting, deputy prime ministers, ministers and khokims (mayors and governors) presented information on the forthcoming work to fulfill the assigned tasks.
