Under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, a video conference is being held to discuss measures to ensure employment and organization of meaningful leisure activities for the youth.

The number of young people under 30 in our country is more than 18 million people, which is about 55 percent of the population.  They are the source of hope and support of our people in the promotion and implementation of modern requirements, the development of sectors and industries.

In his Address to the Oliy Majlis and his speech at the Youth Forum the President has put forward important ideas and initiatives in the interests of the younger generation.  2021 has been declared the Year of Supporting Youth and Strengthening Public Health.

At today’s meeting, the current tasks for the implementation of the proposals set out in the Address and at the Youth Forum, the introduction of a new system of work with young people were discussed.

President Shavkat Mirziyoyev has highlighted the need to organize this work in two important directions. The first is to support youth entrepreneurship, provide it with work through vocational training, and the second – to organize meaningful spending of leisure time for young people.

Today, the official unemployment rate among 18-30 year olds is 17 percent.  To deal with the issue of unemployment systematically, the republican working group is studying the proposals of young people in the field.  These studies show that many flaws remain in vocational training, employment and loans for young people.  Many problems arise in the system of meaningful organization of spare time for the youth. The material and technical base of the majority of cultural centers, parks and sports complexes is unsatisfactory, special study groups and clubs work just «for show-off».

The meeting indicated the priorities for addressing these problems in terms of the districts and cities.  Thus:

- the deputy khokims (deputy mayors and governors) for economics, investments and agriculture spheres were appointed responsible for employment issues;

- the heads of territorial divisions of the State Tax Committee, the Chamber of Commerce and Industry and commercial banks – for attracting young people to entrepreneurship;

- deputy khokims (deputy mayors and governors) for youth issues - for the meaningful organization of youth leisure;

- the district prosecutors, heads of internal affairs and defense departments – for working with disorganized youth, crime prevention and promotion of patriotism.

The need to conduct job and entrepreneurship training for 500 thousand young people was indicated.  The instructions have been issued to increase the number of traditional or online courses in districts and cities, to train unemployed youth with the help of this system in professional and entrepreneurial skills and to ensure their employment.

The tasks of equipping the «Ishga Markhamat» monocenters and vocational colleges, developing professional standards and improving the qualifications of trainers have been determined.

It was noted that in the framework of the «Youth: 1+1» program, it is necessary to assign entrepreneurs to young men and women, develop their business skills, provide them with preferential loans and help to start their own business.  The Ministry of Investments and Foreign Trade has been instructed to establish the local youth zones for industry and business.
